Development Services Supervisor
The Town of Holly Springs is seeking a Development Services Supervisor for our development inspections team. This position is responsible for coordinating and inspecting advanced, technical and complex development construction activities such as utility and roadway infrastructure inspections as well as supervising, evaluating and determining work priorities for staff to ensure successful installation of utilities including potable water, reclaim water, sanitary sewer, and roadways in accordance with the Town's growth goals, ordinances and standards. Reports to the Development Services Manager Development Construction. Works independently with general guidance from the Manager to ensure coordination of objectives and priorities of the department. Supervises development construction staff on day-to-day operations The work schedule is business hours with occasional evenings and weekends. The starting annual salary is $77,463.50 (Grade M).

Knowledge of local government operations and administration. Knowledge of principles and practices of modern management, public administration, municipal finance and budgeting, public policy development, and community relations. Extensive knowledge of the principles of development construction, site and utility design Extensive knowledge of the processes of development construction and ability to relay that to developers, engineers, contractors and other staff Ability to establish and maintain effective working relationships with employees, the development community, community groups, Town officials and the general public. Considerable skill in discussing and describing issues in a clear, concise, and easily understood manner to people unfamiliar with the topic. Ability to read and interpret site, grading, utility construction, and roadway plans. Ability to perform field and office work required to assist in problem solving and provide assistance in decision making to inspectors. Ability to provide leadership to committees and staff, facilitate meetings, build consensus, and work collaboratively with developers, town officials, and the community regarding development and related proposals. Knowledge of the theories, principles, and practices of public administration. Knowledge of State and local government legislative procedures. Knowledge of Federal and State programs as they relate to municipal operations. Knowledge of community dynamics including intergovernmental relations, civic organizations, and special interest groups. Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation. Knowledge of principles, procedures, and techniques of labor contracts and negotiations. Knowledge of the Town and Department's operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations. Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques. Ability to effectively utilize the principles of strategic planning. Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues. Ability to research and analyze detailed information and make appropriate recommendations. Ability to develop department goals and objectives. Ability to plan, develop, implement, and evaluate projects and programs. Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents. Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records. Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner. Ability to instruct and train in methods and procedures. Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines. Ability to establish and maintain accurate records of assigned activities and operations. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision. Work requires preparing and analyzing written or computer data and observing general surroundings and activities. Work may require mobility over rough or difficult terrain. Work is performed daily both in and outdoors under all weather conditions and includes exposure to inclement weather, noise, vibrations, airborne materials, and active construction sites.
