Job description

Deputy Director for Rhode Island Film & TV Office

Within the Rhode Island Film & TV Office (RIFTVO), to assist the Executive Director in all aspects of their duties, including but not limited to : cultivating a robust film and television community in our state; assigning and certifying approval for film / television productions to be entered into the Motion Picture Production Tax Incentive Program (MPPTIP); overseeing the legislation and Rules & Regulations of the MPPTIP; assisting with requests and needs of productions in RI (such as presenting before the State Properties Committee for use of public buildings in the production); overseeing and assisting with the required Film Permit program; implementing the promotion and outreach of the RIFTVO through website design and maintenance; photography and video production; working with the Administrative Assistant to ensure all office related tasks are attended to; serving with the authority of the Executive Director in all matters in the absence of the Executive Director, including related activities pursuant to the requirements of the State of Rhode Island as required.

To assist in facilitating the needs of production companies filming in Rhode Island and act as a liaison between production companies and state government. To maintain positive working relationships with local, municipal and state agencies involved in film permitting and help to create appropriate guidelines for each with an emphasis on safety protocols and location preservation. To assist localities in the development of filming guidelines and film ordinances. To assist the Executive Director with outreach to the film community and all levels of government. To assist the Executive Director as an intergovernmental affairs representative to the motion picture industry as well as local, state and federal government in the development of film-friendly policies and procedures. Under the guidance of the executive Director, work closely with representatives from studios, networks, unions, trade associations, tourism boards, chambers of commerce, police, fire departments, and other stakeholders on matters affecting filming in Rhode Island. To track all state, federal and local laws and legislative proposals and monitor their impact on the film community or state government, including but not limited to the MPPTIP. Duties shall include analyzing the legislative bills and assisting the Executive Director with information and materials to be presented at public hearings before state government elected officials in pertinence to the RIFTVO and the MPPTIP. To oversee the design and maintenance of the RIFTVO website and social media, as well as produce the RI PBS weekly television program "Double Feature" and other media used to promote the Film Office and local as well as international filmmakers working in the Ocean State. To ensure the MPPTIP processes and operations are accessible to our constituents, flow smoothly, and are in compliance with state and federal regulations. To ensure the film and television community in Rhode Island has access to information and services and continually improve their accessibility.

This position involves a high level of supervisory and administrative duties. Incumbent must have excellent writing and problem-solving skills. Must have prior experience managing staff in a respectful and collaborative manner. Experience in film or television production is required, as is familiarity with industry unions, guilds and associations and basic industry terminology and protocols recommended. Knowledge of state procedures and provisions of state and federal laws relating to tax incentive programs are encouraged. Education : Graduation from a college of recognized standing with a Bachelor's Degree; or Experience : A minimum of ten years (10) years of employment working in the field of film and / or television production or commission. Experience managing individuals or teams. Proficient in photo and video shooting and editing; website design, Microsoft office 365, and social media management.
