SUMMARY

American Councils is a premier, international nonprofit organization that strives to empower individuals and institutions to address challenges in an interconnected world. American Councils implements the Uaiakinan ao Uarokoan Toronibwaia I-Kiribati Activity (the "UUTI Activity"), part of the MCC-Kiribati Threshold Program. The MCC-Kiribati Threshold Program is a partnership between the US Government's Millennium Challenge Corporation (MCC) and the Government of Kiribati. Funded by the American people, the program supports economic opportunities for the people of Kiribati while advancing U.S. strategic priorities in the Indo-Pacific. The UUTI Activity provides youth skills camps and academic scholarships for I-Kiribati high school students. Through their experience abroad, I-Kiribati students receive language immersion and a cultural experience that builds self-confidence and work readiness in ways that are unique to student exchange programs. Students study for an academic year in the United States or attend an immersive 3 to 4 week camp in Fiji or the United States.

The Program Officer (Monitoring, Evaluation, and Learning Focus) will oversee data collection for three sub-activities involving I-Kiribati high school students (youth skills camps in Fiji, youth skills camp in the U.S., and academic year scholarships in the U.S.), writing / producing reports, and preparation for the quarterly CLA (collaboration, learning and adaptation) sessions and annual program review. They will also provide cross-cutting operational support across all components of the UUTI Activity. The Program Officer (MEL Focus) will be supported in carrying out their duties by Washington, DC-based staff from the American Councils' Monitoring, Evaluation and Learning Office (MELO).

The Program Officer (MEL Focus) will report to the Senior Project Manager. The position is based in Washington, DC and requires both domestic and international travel for site visits and other program duties.

PRIMARY RESPONSIBILITIES :

  • Manage data collection and analysis of participant assessments;
  • Coordinate with teammates and program implementers to oversee and facilitate participant assessments and other activities that capture necessary data to report on UUTI Activity outputs and outcomes;
  • Support the UUTI Activity's CLA processes; ensure that the program's CLA approach is applied with consistency and rigor and in line with MCC's expectations; work with UUTI Activity team and MELO team to apply program learnings as part of adaptive management;
  • Assist MELO to regularly review data collection processes, perform data quality reviews, and adjust the M&E plan and M&E tools as needed;
  • Contribute to quarterly programmatic and M&E reports for MCC; draft other reports as needed;
  • Work with staff in Washington DC, Fiji, and Kiribati to develop programmatic materials, communications, and updates;
  • Work with staff in Washington DC, Fiji, and Kiribati on participant application evaluation and selection;
  • Contribute to vendor procurement and other financial processes;
  • Travel to Fiji and sites in the U.S. to support programming and student travel, facilitate assessments, and conduct site visits;
  • Other duties, as assigned by the UUTI Activity program team and / or MELO.
  • Bachelor's degree in an area related to education, business, economics, international relations / development, or other related fields;
  • At least two years relevant experience especially related to international education, international development, monitoring and evaluation, or TESOL;
  • Experience working with data collection tools or assessments;
  • Experience implementing monitoring, evaluation and learning systems on development / technical assistance programs preferred;
  • Experience working with high school age students;
  • Ability to work across teams and vastly different time zones with excellent communication and interpersonal skills;
  • Able to work in the U.S. and travel internationally and domestically to support student travel, facilitate program assessments, conduct site visits, and perform other programmatic duties;
  • Excellent written and oral communication in English.
