The Code Enforcement Officer performs interior and exterior inspections of commercial buildings, structures, multi-family complexes, residential properties, and developed and undeveloped land to ensure compliance with municipal codes and ordinances relating to public nuisances, zoning, trash, weeds, signs, housing standards, and other duties for the Housing and Community Services Department.
Housing and Community Services Department consists of six divisions : Neighborhood Support, Animal Services, Housing and Community Development, Community Engagement, Homeless and Behavioral Health Program and Intervention Programs. The mission of the Housing and Community Services Department is to maintain community appearance and enhance the quality of life in Aurora's neighborhoods. This is accomplished through a combination of community outreach, education, code enforcement, and numerous neighborhood improvement programs and services. The staff is dedicated to forming partnerships with neighborhoods, community members, and community groups to strengthen and enhance both the social fabric and physical aspects of Aurora neighborhoods.
Inspection / Compliance Duties
Interprets and enforces City codes and ordinances pertaining to zoning, housing, building, and planningResearches property ownershipSchedules and performs detailed inspections through the Multi-Family Systematic Housing Inspection Program (Aurora Health and Housing Code - Chapter 22, Article XV) to maintain or achieve minimum housing standardsCoordinates and performs inspections of rental properties to ensure compliance with general housing, electrical, plumbing, and structural maintenance requirementsIssues Notices of Violation and makes contact with homeowners and businessesPerforms site plan inspections and reviews, reads and interprets maps and plansConducts investigations, including occupancy violations and illegal businessesPrepares electronic records and reports pertaining to abatements, court actions, daily activities, enforcement actions and inspectionsCompiles documentation for and issues summonses to municipal courtTestifies in municipal courtPhotographs and documents evidence of violationsPerforms other related duties as assignedCommunity / Communication Duties
Attends neighborhood meetings to discuss and educate community members and businesses about City codesParticipates in conflict resolution procedures to resolve neighborhood disputesResponds to community members concerns and complaints, including City Council requestsGives presentations to neighborhood associationsActs as a liaison between community members and other City departments for City services and actionsOther Duties and Responsibilities
Occasional weekend work, required to be on-call occasionally, on weekends and after hours, as neededMay perform additional duties as assignedMinimum Qualifications & Working Conditions
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.Education : High School Diploma or GEDExperience : At least one (1) year of experience in enforcement-related fieldwork including investigating allegations, conducting research, and resolving complaints, concerns, or conflictsPreferred Qualifications : Colorado Association of Code Enforcement (CACEO) Basic and Advanced CertificationsOC Pepper Spray and RCB certification required to carry device at all levels or obtain within 6 monthsKnowledge : General building, construction & housing practices, standards, procedures, and requirementsDispute resolution techniques and methodsPersonal computers and software applicationsInspections require general knowledge of building structures, electrical, plumbing, heating, hot water heaters, fire regulations, egress windows, lighting, and occupancy standardsSkills : Strong interpersonal and analytical skillsTechnical / computer skillsReasoning abilityDisplay sound and reasonable independent judgmentSkill in checking information for accuracy and completeness and correcting errorsAbilities : Establish and maintain effective working relationships with employees, citizens, and elected officials

Uniforms, badge, body armor, body worn camera OC Pepper Spray and RCB certification required are provided to the employeeThis position may require the incumbent to occasionally use personal equipment (e.g., vehicle, cell phone, tools, etc.) in the course of their employment
