SH-754 Instructional Designer / Content Lead, Remote
Position Overview :
Syra Health is seeking an experienced Instructional Designer / Content Lead to oversee curriculum development and e-learning production for the Washington State Behavioral Health Safety and Violence Prevention Training project. This role serves as the learning and development (L&D) lead, responsible for developing the master curriculum, designing the learning architecture, and ensuring all training materials meet accessibility standards and align with RCW requirements. The ID / Content Lead will work closely with the Project Manager, Clinical SME, and HCA stakeholders throughout all project phases to deliver high-quality, effective training solutions.
Key Responsibilities
Curriculum Development & Learning Architecture
- Lead the development of master curriculum content that serves as the single source of truth for all training deliverables.
- Design competency-based learning architecture mapped to RCW 49.19.030 requirements.
- Develop measurable learning objectives using Bloom's Taxonomy and create scenario-based assessments, including formative knowledge checks and summative evaluations.
- Ensure content addresses regional variations between Eastern and Western Washington practice settings.
E-Learning Production Oversight
Oversee the development of Module 1 (6-hour initial training) and Module 2 (1.5-hour annual refresher).Guide e-learning developers on instructional design best practices and interactive element implementation.Ensure SCORM 2004 compliance and LMS integration requirements are met.Coordinate multimedia asset development (videos, animations, interactive elements).Stakeholder Coordination & Quality Assurance
Interface with HCA stakeholders to manage content review cycles and approval processes.Synthesize stakeholder feedback from regional collaboration sessions into curriculum requirements.Ensure Section 508 / WCAG 2.1 AA accessibility compliance across all training materials.Coordinate with the QA / Accessibility Lead on testing protocols and remediation.Support pilot testing activities and integrate feedback for content refinements.Qualifications & Requirements
Required Qualifications
Bachelor's degree in Instructional Design, Educational Technology, Learning Sciences, or a related field.A minimum of five (5) years of experience in instructional design with a focus on e-learning development.Demonstrated experience developing SCORM-compliant e-learning modules.Strong understanding of adult learning principles and competency-based training design.Proficiency with e-learning authoring tools (Articulate Storyline, Rise, Adobe Captivate, or similar).Knowledge of Section 508 / WCAG 2.1 AA accessibility standards.Excellent project coordination and stakeholder management skills.Preferred Qualifications
