Lead Contracts Specialist - Contracts Specialist 3 at Washington Department of Fish & Wildlife
Responsibilities
- Lead the Public Works, Architecture and Engineering contract administration, overseeing the development, negotiation, and execution of contracts.
- Establish clear procedures, ensure regulatory compliance, and provide strategic guidance to project managers and engineers.
- Streamline processes, enhance efficiency, and support high-quality outcomes across all projects.
- Support Program Staff in securing Public Works Contract Services and Professional Engineering Consultant Services, and build efficiencies while providing direction on award tasks.
- Pre-Award tasks include reviewing procurement requests for public works construction, architectural and engineering services, and other contracting as assigned; analyzing requirements, determining procurement methods, reviewing sole source justifications, and preparing documentation in compliance with state law.
- Collaborate with contract specialists and project managers to define procurement requirements including proposed procurement schedule, scope of work / specifications, evaluation criteria, pricing schedule, budgeted contract amount, type of procurement process, subcontracting opportunities and requirements, term of contract, drawings and reference documents, and selection of evaluation committee members.
- Coordinate with contract specialists and project managers to complete and issue solicitation documents, schedules and other contract requirements.
- Research, prepare, provide direction and issue solicitation and contract documents in accordance with Agency policies and procedures, federal and state laws, and contracting regulations.
- Organize, coordinate, and perform the bid opening process and the proposal evaluation process to select firms in the competitive range.
- Post-Award tasks include administering assigned contracts in accordance with contractual terms and conditions; reviewing and processing invoices for payment consistent with contractual requirements and the Agency's policies and procedures; negotiating, reviewing and processing change orders / contract modifications.
- Develop Processes, Procedures And Regulations To Ensure Compliance by developing, reviewing and editing procedures and processes, guidance documents, tracking templates, and records management; tracking RCW / WAC / CFR references and procurement changes including OMWBE and Small Works requirements.
- Supervise and lead the Contracts Team by providing direction, prioritizing workloads, assigning work, and identifying training and professional development needs.
