Job description

GENERAL PURPOSE

Performs entry level professional duties providing assistance to the Administrative Services functional area by being responsible for several long-range work areas, including but not limited to, research, project management, project organization and tracking, creation of policy manuals, projects, duties or assignments. Also performs a variety of professional and administrative city-wide support for the coordination of grant-related activities. Assists with day-to-day administrative and management functions.

Works under the general supervision of the Director of Administrative Services.

ESSENTIAL FUNCTIONS

Research & Administrative Support : Develop, present and / or assist in the planning and implementation of new or revised policies, procedures and programs to meet management goals including, but not limited to, the following areas : general administration, finance, human resource, and information systems.

Conduct studies of operational issues; prepare recommendations on results; evaluate recommended changes on organization, policy and procedures; prepare and conduct research, surveys and analyses as assigned.

Present verbally, in writing or through mixed media, ideas, reports, information, recommendations and various correspondences to a variety of audiences, including general public, elected officials and City management.

Prepare and / or assist in the preparation of staff reports to the City Council; may present staff reports to City management, City Council and / or Council committees.

Provides general assistance, research and analysis related to special projects and assignments; provides financial analysis and reporting on grant projects to all applicable parties; performs special projects, requests or research as assigned by the Director of Administrative Services.

Grant Coordination : Researches and tracks Federal, State, County, and Non-Profit grant opportunities; coordinates city efforts in securing outside financial funding and support for various capital improvement projects; meets with department heads, engineers, and agency representatives; determines scope and need for projects; monitors grant opportunities to local government for various projects and service development; prepares grant applications; coordinates grant application activities with other interested local entities in order to secure joint funding; researches various avenues for approaching special funding sources interested in stimulating and enhancing the effectiveness of local government.

Monitors city secured federal and state grants for compliance with grant specifications and conditions; assures city receipt of disbursements of funds; develops periodic reports and reviews of program impact and progress; distributes reports to the director, city manager, city council, affected departments and awarding agencies as necessary.

Assists in the day-to-day accounting of program expenditures; reviews utilization of funds to assure conformity to grant budget and authorized expenditure areas; reviews and reports impact upon city operations and grant opportunities.

Operates personal computer for the development and maintenance of grant fiscal records and history; creates and maintains budget spreadsheets; prepares reimbursement requests and secures grant disbursements as needed to assure availability of funds; maintains project information as needed to verify and validate draws against grants; maintains various files and records of grant documentation.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

  • Education and Experience :
  • Graduation from college with a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field ; Master of Public Administration preferred;

AND

  • Sufficient experience to demonstrate an aptitude and ability to perform essential functions;
  • OR

  • An equivalent combination of education and experience.
  • Knowledge, Skills, and Abilities :
  • Some knowledge of c urrent social, political and economic trends and problems of municipal government; concerns and interests of civic groups, governmental agencies and the general public; organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; principles of financial analysis; principles of economics; research and reporting methods, techniques and procedures; principles and procedures of municipal accounting and budgeting; s ources of information related to a broad range of municipal programs, services and administration; principles of project management; principles of events management; applicable State and City Codes related to local government development, planning, zoning, development notices, etc.; graphic and video editing tools including the Adobe Creative Suite (Adobe Photoshop, After Effects, InDesign, Premier, etc.), audio editing tools (Audacity), and other associated tools; electronics management including A / V systems, electronic equipment including drone use; GIS principles and application using the ESRI ArcMap software; general professional office operations; Microsoft Office programs including Word, Excel, and Power Point; correct use of English language and vocabulary.

    Working knowledge Fundamentals of grants administration, grant writing, and grant finance; current social, political and economic trends and problems of municipal government; concerns and interests of civic groups, governmental agencies and the general public; organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; principles of financial analysis; principles of economics; research and reporting methods, techniques and procedures; basic principles and procedures of municipal accounting and budgeting; sources of information related to a broad range of municipal programs, services and administration;

    Skill in the art of diplomacy and cooperative problem solving; c ontact with other departments, furnishing and obtaining information and requiring tact and judgment to avoid friction; frequent contact with major executives on matters requiring explanations and discussions; outside contact with public presenting data that may influence important decisions; frequent contact involving the carrying out of programs and schedules requiring the influencing of others to obtain desired result; regular and frequent outside contact with persons of high rank, requiring tact and judgment to deal with and influence people (requires well-developed sense of strategy and timing); frequent contact with vendors, developers, residents. Establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, staff, and City residents; the operation of PC Computer, calculator, fax machine, copy machine, telephone.

    Ability to communicate effectively, verbally and in writing; prepare and analyze comprehensive reports; work independently; meet multiple deadlines; schedule and effectively coordinate computer project and workload demands; maintain quality work production while dealing with deadline pressures; perform complex mathematical computations; operate personal computer and apply various program applications related to word processing, spread sheets and desktop publishing; develop effective working relationships with supervisor, fellow employees, and the public; prioritize tasks; work well under pressure; meet deadlines; exercise discretion and independent judgment; work independently with little direct supervision.

  • Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Common eye, hand, finger dexterity required to perform essential job functions but may be accommodated. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.
