Labor Relations Coordinator

Position Objective :

The position directly supports the management team in all administrative functions and directly handles both confidential and sensitive legal correspondence in a variety of labor relations matters. This position is primarily responsible for preparing and issuing letters, agreements, and other correspondence; scheduling and arranging meetings and / or hearings with Labor Relations staff and labor union representatives; inputting and tracking union appeals in LIRR databases; formatting and preparing memoranda and appellate legal submissions for arbitration hearings; and other duties as assigned to advance the Labor Relations goals and objectives.

Responsibilities :

Provides a full range of administrative support services for the Senior Deputy Chief, Labor Relations - Railroad Operations, and other departmental staff, as required. Performs all needed clerical and administrative support to the Labor Relations Division for the handling of confidential disciplinary matters, grievance responses, and day-to-day contract administration. This includes frequent interaction with Labor Relations staff, LIRR management, and union officials to make certain that trial charges, hearings, grievance responses, and arbitration appellate submissions are issued timely, appropriately, and contain all relevant documentation. This position also transcribes audio trial recordings and employee statements taken in the Trial Office, which is integral to the disciplinary process under the Railway Labor Act.

Coordinates meetings with both internal and external stakeholders at the request of senior staff and ensures the departmental calendar is up to date. Responsible for scheduling Court Reporters (approved outside contractors) for disciplinary trials of represented LIRR employees.

Reviews and logs all incoming and outgoing mail into the Correspondence Log, distributes all correspondence to appropriate staff members, and tracks the same to ensure accuracy and timely response. Maintains the department's electronic and physical filing systems. Responsible for creating detailed cover sheets summarizing file contents and uploading information to ECM Cloud for future reference and accessibility. Serves as the Department Records Coordinator for off-site file storage.

Maintains and updates databases related to the various Labor Relations caseloads. The position is responsible for inputting and updating claim information into databases for tracking purposes. Assists the department in storing and retrieving data for claims, collective bargaining, reports, contract administration, issuing reports, and researching labor issues.

Prepares requisitions and receipts for all office supplies / materials through the use of computer applications, including PeopleSoft. Arranges for repairs / maintenance / service for all office equipment, HVAC, exterminators, etc.

Handles IT requests through the IAMS Portal and ServiceNow, as needed.

Serves as the Training Coordinator for the LIRR Labor Relations Department; submits course enrollment and cancellation requests on behalf of Labor Relations staff for all trainings offered by the Company, such as MTA University Railroad Academy.

Performs or assists with administrative functions such as maintaining policies, vacation schedules, processing travel arrangements and expense reports, attendance records, and payroll.

Performs any and all other duties to function as an integral part of the Labor Relations Department in accomplishing overall departmental goals and objectives.

Qualifications :

Knowledge / Skills / Abilities :

Strong organization and communication skills.

Ability to work with confidential and sensitive material. Must be able to work under pressure.

Incumbent must be able to multitask and prioritize large volumes of work.

Strong working knowledge of Microsoft Office Suite and databases utilized by the Labor Relations Department.

Ability to work independently and set priorities for a heavy and fast-paced workload.

Required Education and Experience :

High School education or its educational equivalent (GED) approved by a State Department of Education or a recognized, accredited organization.

(Associate's Degree is strongly preferred).

A minimum of two (2) years of clerical / administrative work in a business environment, or an Associate's Degree, and one (1) year of business experience.

Preferred :

Associate's Degree in a related field.

Basic understanding of MTA Operations and Labor Relations functions.

Familiarity with corporate policies and procedures, the unions that represent LIRR and other MTA employees, and the titles that the various unions represent, as well as the provisions of the various contractual disciplinary and grievance procedures.

Experience in clerical roles and / or as a legal secretary

Other Information :

May need to work outside of normal work hours (i.e., evenings and weekends).

Travel may be required to other MTA locations or other external sites.
