Planning Supervisor
The Southern California Association of Governments (SCAG) is seeking an experienced Planning Supervisor to lead the Multimodal Integration business unit within the Mobility Planning & Goods Movement department. This position is responsible for guiding key regional initiatives including the mobility component of SCAG's long-range transportation plan, Connect SoCal, and the development of a regional Transportation Demand Management (TDM) strategy in support of the 2028 Olympic and Paralympic Games. The Planning Supervisor will supervise and support staff, manage major planning projects such as the Main Streets Study, Innovative Clean Transit Study, and the Southern California Airport Passenger Study, coordinate with internal and external partners, oversee program implementation, and represent SCAG in regional forums and stakeholder engagements. The Mobility Planning & Goods Movement Department focuses on improving mobility, optimizing the goods movement network, and expanding transportation choices. The department achieves its goals through its leadership on innovative plans, projects, and programs, including many that are supportive of advancing transportation safety. It is divided into two business units : Goods Movement & Aviation and Multimodal Integration.

In this role you can expect to : Lead the development and implementation of the mobility component of SCAG's long-range plan, Connect SoCal, including coordination with counties, cities, and internal departments. Supervise and support staff in launching regional planning initiatives. Provide input on hiring / disciplinary actions, coach and develop staff, complete performance evaluations, identify work objectives / effectiveness, and realign work as needed. Develop and communicate multimodal mobility policies and strategies aligned with regional goals. Represent SCAG at stakeholder convenings and policy committee meetings. Oversee the creation and execution of a regional Transportation Demand Management (TDM) strategy for the 2028 Olympic and Paralympic Games. Identify and support implementation of pilot and permanent TDM projects in collaboration with external agencies. Develop program goals, timelines, and milestones, and secure funding for multi-year mobility programs. Draft and review project reports, staff reports, memos, grant applications, and policy recommendations. Engage with regulatory agencies and management to advance SCAG's transportation policies and objectives. Collaborate with Finance and other internal partners to manage grant administration, procurement, budgeting, and accounting. Perform other duties as assigned.
What you'll bring to this role : A typical way to obtain the required qualifications would be with 5 years of experience in urban planning and design, project management, or planning regulations and a bachelor's degree in a relevant field. Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered. We'll be a great match if you also have : The ability to manage projects from concept to implementation. Experience with Transportation Demand Management (TDM) strategies and programs. Strong understanding of federal transportation funding and obligation processes. Familiarity with active transportation, transit integration, and corridor-level planning. Excellent written and verbal communication skills for technical and policy-level audiences. Experience supervising, mentoring, and providing professional development to staff. The ability to maintain a professional demeanor in a stakeholder and work group meeting. The ability to develop funding strategies, apply for grants, and manage program budgets. Strategic thinking and problem-solving skills, with a focus on equity and innovation in mobility planning.
