Summary :
Establish and manage policies and procedures to provide management controls over all government, customer, and corporate owned properties. Reviews, analyzes, and assures compliance with all contractual and regulatory requirements. Conducts and participates in audits and government property system surveys; thus, ensuring a satisfactory rating. Respond to adverse audit findings and implement effective corrective action plans. Generates and administers a variety of property control systems and supervises the necessary personnel to ensure that all government, customer, and corporate owned property is controlled, protected, maintained, and accounted for. Reconciles various financial reports.
Essential Duties & Responsibilities :
- Ensures the receipt of all GFP and CFP is properly identified, tagged and that accountable records are established and maintained.
- Ensures that all capital fixed assets are properly identified.
- Annual Strat Plan Kick off of data gathering for LOB upcoming capital requirements.
- Senior / executive management capital expenditure reporting (initial, annual, monthly).
- First line approver of capital expenditure requests.
- SME for capital expenditure reviews and approvals with a strong interface with accounting.
- Assigns and oversees annual capital inventory reconciliation and report results to corporate finance.
- Approves and secures variously levels of approvals for all capital disposals.
- Provides information to accounting to support booking of assets to the FA sub-ledger.
- Ensures that physical inventories are carried out within property management inventory plan.
- Analyzes activities, decisions, and relationships to classify and prioritize work.
- Ensures that appropriate disposition instructions are carried out within a timely manner.
- Ensures that misdirected shipment, damaged shipment, and all discrepant shipments are properly documented.
- Ensures proper notification of all shipments of GFP / CFP; including ship in place.
- Provides information, research, and support to production, program, engineering, and contracts regarding GFP / CFP during proposal and contract stages.
- Reviews contracts to communicate and ensure that all contractual property requirements are properly executed (property clauses and adequate identification / reporting / disposition of all acquired and furnished property).
- Provides direction and guidance to various stakeholders.
- Ensures timely ordering of GFP (containers) to support contractual requirements.
- Ensures timely disposition of GFP (containers).
- Ensures that authorized transfers of accountability are documented and carried out.
- Ensures that final property clearance letters are submitted to DCMA in a timely manner.
- Investigates incidents of loss, damage, and / or destruction of GFP / CFP and provides guidance on level of reporting / potential liability. Solicits departmental corrective actions to prevent future occurrences.
- Ensures timely request and response of subcontractor surveillance and inventory control.
- Gathers and analyzes various reports and support documentation and validates all additions and deletions for annual inventory submissions.
- Leads and participates in the annual DCMA property management system analysis (PMSA) (includes 10 core elements and up to 12 additional functional elements).
- Leads, participates, and / or assigns various customer property audits / questionnaires on an annual basis.
- Leads, participates, and / or assigns annual internal AS9100 quality management system audit - property compliance.
- Participates in the annual AS9100 quality management system audit certification.
- Monitors regulations and contracts and provides guidance and training to all functions, which impact the property control system.
- Participates with fact finding during DCAA CAS 404 and 409 accounting audits as related to capital acquisitions, identifications, and dispositions.
- Analyzes and monitors offsite record storage to maintain budgeted costs.
- Conducts sales of excess property ensuring an equitable rate of return.
- Conducts e-waste and scrap sales / disposition in accordance with local regulatory requirements.
- Acts as subject matter expert (SME) for all government property related matters.
- Interfaces with the following departments on a daily / weekly basis, accounting, receiving, shipping, product support, legal, quality, production control, PMO, engineering, DCMA QAR, facilities, and business development.
- Regular interface with DCMA PLCO, DCMA QAR, and occasional interface with DCMA ACO, PCO, and DCMA industrial specialists.
- Interfaces with other departments as necessary.
- Oversight of vehicle fleet registration, insurance, and incidents of accidents.
- Mentoring subordinate staff with all property related matters.
- Delegation, assignment, and oversight of other property related requirements to property staff.
- Delegation, assignment, and oversight of other property related requirements to stakeholder staff.
- Establish, review, and revise core property standard operating procedures and ensure appropriate stakeholder assignments.
- Works closely with the facilities department on infrastructure renovations, dispositions, and infrastructure improvements as a SME with NYS publication 862, sales and use tax classification of capital improvements and repairs to real property.
- Delegation, assignment, and oversight of program close-outs.
- Maintains departmental budgets.
- Final approver of government / customer inventory withdrawals to ensure authorized consumption.
- Performs other duties as required.
Supervisory Responsibilities :
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Skills :
Bachelor's degree from four-year college or university.12-15+ years related experience and / or training; or equivalent combination of education and experience within the property management field.Knowledge of MS Office.Membership and certification in the national property management association preferred.Working knowledge of FAR 52.245-1 government property, FAR part 45 - government property, DFARS part 245 - government property, DFARS 252.245-7005 management and reporting of government property, DFARS 252.211-7003, item unique identification and valuation, DFARS 252.211-7007, reporting of government-furnished property.Working knowledge of procurement integrated enterprise environment (PIEE) GFP module (transfers, loss, screening, plant clearance, templates) and IUID registry (reporting).Familiarity of other FAR and DFAR property associated clauses.Familiarity / interface with DCMA PA, DCMA PLCO, and DCMA QAR, ACO, and PCO.Knowledge of accounting / fixed assets, shipping / receiving, stockroom / warehousing, and records management.Compensation And Benefits
