Job description

PACO Group is seeking a highly experienced Resident Engineer to join our project team supporting construction management operations at the New Jersey Marine Terminals. This individual will play a critical role in overseeing contractor activities, managing construction schedules and budgets, and ensuring compliance with contract documents, safety standards, and quality requirements.

The Resident Engineer will work closely with the Chief and Deputy Chief of Construction, the Engineer of Construction (EOC), and project staff to supervise a team of engineers, inspectors, and administrators, providing leadership, mentoring, and guidance to ensure successful project delivery.

Key Responsibilities

Manage day-to-day contractor activities and coordinate with Facility Operations to ensure smooth construction operations.

Oversee Stage IV construction projects, including monitoring schedules, budgets, and contract compliance.

Supervise and mentor a staff of engineers, inspectors, and administrators to maintain quality and adherence to project requirements.

Review contractor submittals, plans, specifications, and shop drawings; identify potential extra work and coordinate approvals with the EOC.

Approve contractor payment applications, negotiate change orders, and support the resolution of contractor disputes and claims.

Monitor construction inspections, ensure proper methods and safety procedures are followed, and maintain accurate project documentation.

Represent the Engineer of Construction in their absence for correspondence, approvals, and project oversight.

Report regularly to the Engineer of Construction and executive staff on project status, schedule, and budget.

Education (Same / Similar as Experience and Skills)

Bachelor's degree in engineering or architecture from an accredited college or university required.

Bachelor's degree in engineering or architecture from an accredited college or university required.

Minimum of seven (7) years of construction management experience, including at least three (3) years as an Assistant Resident Engineer or equivalent role.

Valid Driver's License required.

Ability to obtain high-level security clearances such as SWAC, SIDA at Airports, or TWIC at Ports.

OSHA 30-hour Construction Safety training required.

Experience supervising and mentoring construction staff and managing complex projects with multiple stakeholders.

Skills & Abilities

Strong knowledge of construction management principles, contract administration, and project scheduling.

Ability to read and interpret plans, specifications, and shop drawings while enforcing quality, safety, and compliance standards.

Excellent oral and written communication, presentation, problem-solving, and decision-making skills.

Proven ability to manage contractor disputes, approve change orders, and oversee budget and schedule adherence.

Demonstrated leadership in mentoring staff and coordinating with multiple project stakeholders.
