Overview

Investigator 2 – Monroe Correctional Complex (MCC). FULL TIME – Permanent

The Department of Corrections is seeking a highly motivated and qualified individual for the position of Investigator 2 at Monroe Correctional Complex (MCC).

The Monroe Correctional Complex (MCC) is a 1700-bed male all-custody level facility located 30 miles northeast of Seattle. MCC employs approximately 1000 staff and consists of five major units : Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), a large mental health in-patient treatment unit, Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). Services include custody and security, classification, education, work programs, health care (inpatient and outpatient), mental health care, sex offender treatment, food service, maintenance, personnel, recreation, volunteer services, religious services, library services, offender records, visiting and extended family visits.

The Department of Corrections (DOC) enhances public safety, administers criminal sanctions and programs in accordance with the law, and provides leadership for the future of corrections in Washington State. DOC staff work to create environments in which incarcerated individuals can learn to make choices that contribute to a safer society.

This position, in collaboration with internal and external stakeholders and criminal justice partners, will contribute by providing clear, open, and honest communications to promote public safety by holding incarcerated individuals accountable through administrative and criminal investigative processes.

Under the supervision of the Chief Investigator, this position maintains strict confidentiality and provides accurate, comprehensive, and timely investigative information related to illegal or unauthorized conduct by incarcerated individuals, associates, visitors, or staff. Responsibilities include conducting special investigative activities as directed by the Chief Investigator / Superintendent related to institutional and public safety.

Duties :

  • Assist in obtaining accurate, comprehensive, timely intelligence and investigative information related to illegal or unauthorized conduct by incarcerated individuals, associates, visitors, volunteers, and staff. Initiate and complete investigative reports of alleged WAC violations / RCWs and refer reports to the appropriate authority.
  • Retain evidence according to applicable laws and Department policies and procedures in support of investigative activity that may result in prosecutorial or administrative action.
  • Provide thorough administrative and criminal investigative reports, analyze intelligence information, and establish sufficient proof of facts and evidence for use in court or administrative hearings.
  • Conduct administrative / criminal interviews, obtain statements of fact, and document in accordance with applicable laws and procedures for use in court or administrative hearings.
  • Review and present appropriate cases to private attorneys, Assistant Attorney General, prosecuting attorney, and law enforcement agencies.
  • Testify in court or other proceedings as necessary.
  • At the direction of and with approval by the Chief Investigator and Superintendent, participate in, lead, direct, or support tactical / covert and / or investigative operations involving prisons, community corrections, or law enforcement / criminal justice agencies.
  • Assist law enforcement, prosecutors, and the attorney general's office in gathering evidence or information for civil or criminal cases.
  • Gather information on employee, volunteer misconduct and disseminate to the Chief Investigator and the Superintendent.
  • Ensure incarcerated individuals comply with agency policies and procedures, Washington Administrative Codes (WAC), and RCW. Adhere to staff safety procedures and maintain personal accountability for safety.
  • Operate and maintain specialized electronic monitoring, photographic, audio, and visual equipment per laws and Department policy.
  • Provide accurate, comprehensive, and timely intelligence information to the Chief Investigator, Superintendent, senior administrative staff, and shift commander.
  • Document and file intelligence information per policy, including confidential information reports (CIR) and Kaseware reports.
  • Disseminate Security Threat Group (STG) information related to facility operations for appropriate departments and planning.
  • Demonstrate professionalism and credibility with staff, volunteers, visitors, the community, and the incarcerated population.
  • Maintain confidentiality regarding intelligence information as required by policy.
  • Provide training to staff regarding STG and security issues.
  • Accurately enter data into the STG tracking system on relevant groups (e.g., militia, violent actors, hate groups, etc.).
  • Review archived calls and monitor incarcerated communications to gather intelligence on known or suspected criminal activity.
  • Comply with all training requirements and record conversations as evidence in accordance with law and policy.
  • Maintain confidentiality and disclose information only as required by policy.
  • Collect electronic intelligence for submission into Kaseware after investigations.
  • Complete Incoming Transfer and Job Screenings (ITJS) to ensure proper housing and job placement.
  • Participate in Multi-Disciplinary Teams (MST) and Facility Risk Management Teams (FRMT) for custody promotions / demotions per policy.
  • Respond to statewide emergencies and provide investigative / intelligence support as requested by HQ with approval.
  • May assist local, state, and federal law enforcement with prior approval.
  • Meet with staff to discuss ongoing issues and safety concerns.
  • May be assigned to act in place of the Chief Investigator when absent or unavailable.
  • Maintain good working relations with all staff and law enforcement agencies.
  • Ensure timely response to public disclosure requests.
  • Serve as the MCC-IIU Duty Officer.

Qualifications : REQUIRED :

  • High school diploma or equivalent and two (2) years' experience in a correctional setting.
  • Two (2) years' experience in custody (Correctional Officer 2 or above), counseling, or case management in adult or juvenile corrections and six (6) months of investigative experience.
  • OR

  • Three (3) years' experience as an investigator with a criminal justice agency or related field. College-level coursework in business administration may substitute for up to two of the three years of required experience.
  • In addition to at least one of the above, this position requires :
