DEPARTMENT OVERVIEW

The Office of Research Compliance Administration (ORCA) is a unit of the Office of Research at the University of California Santa Cruz (UCSC). UC Santa Cruz has a responsibility to ensure that any research conducted by UCSC personnel is conducted in compliance with University, local, state, federal, and funding agency regulations. ORCA provides guidance, education, and assistance with administrative processes to faculty, researchers, staff, and students in areas of research compliance. The areas of research compliance supported by ORCA currently include : human and animal subjects protection, conflicts of interest, export control, cannabis research, stem cell research, and other related compliance areas as required.

JOB SUMMARY

Under the direction of the Director for the Office of Research Compliance Administration (ORCA), the Research Compliance Analyst supports activities of the Animal Care and Use Committee (IACUC) and Institutional Review Board (IRB) and works closely with Committee Chairs and members, research support units, research faculty, and personnel.

The Research Compliance Analyst provides oversight and coordination for a range of research compliance activities managed by ORCA, with a primary focus on IACUC and IRB operations. Key responsibilities include review of protocol submissions, providing education and outreach to researchers and committee members, and contributing to the development and maintenance of policies and procedures. The analyst applies advanced research compliance knowledge to interpret and implement complex regulations, policies, and guidelines, advises the research community on relevant regulatory matters and serves as a key resource for communication and technical guidance. The position may support other areas of research compliance, and participate in cross-training, as needed.

APPOINTMENT INFORMATION

Budgeted Salary : $100,000 - $106,000 / year. Salary commensurate with skills, qualifications and experience.

Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

    JOB DUTIES

    40% - Policy and Compliance Review

  • Applies advanced research compliance concepts to interpret and apply a wide variety of highly complex policies, regulations and guidelines governing research compliance, and / or disclosures.
  • Advises faculty on research compliance and other highly complex issues for research projects.
  • Communicates with researchers and committee members and provides guidance on how to resolve particularly complex issues and meet requirements of external regulatory bodies.
  • Manages highly complex research compliance issues / investigations (i.e., incidents of noncompliance, adverse events, and anonymous reporting); conducts protocol and agreement congruency reviews.
  • Ensures that all actions are properly documented in accordance with all applicable laws, regulations, policies, and procedures.
  • Develops, coordinates, and conducts post-approval monitoring activities.
  • 30% - Research Applications

  • Reviews and analyzes protocol submissions, and provides feedback and guidance towards successful protocol approval and management.
  • Independently evaluates whether proposed protocols meet federal compliance requirements.
  • Manages ongoing protocol reviews and inquiries.
  • 20% - Training & Documentation

  • Develops materials and conducts training for departments on relevant compliance issues, processes, forms, and policies.
  • Provides education and training through the development and delivery of face-to-face or Zoom training, online educational materials, printed materials, and other web-based resources.
  • Initiates and designs the development and revision of operating procedures, policies, and guidelines.
  • Assists in the preparation of institutional compliance, certification, registrations, and reports including OLAW, USDA, AAALAC, CARE-Q, and FWA.
  • Assists in developing and maintaining Standard Operating Procedures, policies, and guidelines.
  • 10% - Team Support

  • Serves as a technical leader, provides mentorship to other research compliance analysts.
  • Participates in cross-training and transactional support for submissions related to Conflicts of Interest, Export Control, and other research compliance areas as needed.
  • REQUIRED QUALIFICATIONS

  • Bachelor's degree, preferably in a biomedical, social, or behavioral science field and / or equivalent experience and / or training.
  • Advanced knowledge and ability to apply all relevant Federal, state, and university regulations, policies, and federal guidance documents.
  • Advanced knowledge of quantitative and qualitative research design, scientific research concepts and terminology.
  • Demonstrated self-discipline and independent judgment completing highly complex, broadly defined assignments.
  • Strong proficiency in public speaking.
  • Strong written communication skills with the ability to compose reports, correspondence, and summaries in a comprehensive and organized manner.
  • Strong verbal communication skills.
  • Strong interpersonal skills with the ability to establish and maintain effective and professional relationships with a diverse population.
  • Strong critical thinking and problem-solving skills.
  • Strong knowledge of computer systems, their use and applications; especially software applicable to protocol submission workflow management.
  • Demonstrated ability to work in a detail driven, high-volume, complex environment, overseeing and prioritizing multiple diverse tasks with deadlines.
  • Strong understanding of skills and tasks to provide superior customer service.
  • Strong experience in independently managing a complex and highly regulated program.
  • Certification as an IRB professional (CIP), or IACUC Administration (CPIA), or eligibility and completion within 1 year.
  • PREFERRED QUALIFICATIONS

  • Advanced degree in related area.
  • Experience working in higher education research compliance.
  • Experience working in the University of California system.
  • SPECIAL CONDITIONS OF EMPLOYMENT

  • This position may be considered for hybrid or remote work, subject to the terms of a telecommuting agreement and dependent on the needs of ORCA leadership and the research community. Preference for this position will be given to applicants who are able to work a hybrid schedule. While telecommuting, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working in person at a UCSC worksite. The position requires periodic presence on campus for meetings, events, and other in-person responsibilities. Candidates should be able to commute to campus as required. The position is subject to the terms of a telecommuting agreement.
