Work Hours : 7 : 30 am–4 : 00 pm

FLSA Status : Exempt

Remote Work Status : Hybrid

Hybrid Schedule : 6 days a month onsite.

Hybrid work arrangements must be performed from within the continental United States and are subject to Sergeant at Arms approval.

The Senate Sergeant at Arms does not pay relocation expenses.

Job Overview

The Sergeant at Arms is seeking a leader for the organization’s Network Engineering, Network Management, and Network Infrastructure teams. This role ensures the performance, availability, and security of the enterprise network by overseeing architecture, operations, maintenance, and support activities. The manager will contribute to long‑term IT infrastructure planning, budgeting, and technical roadmaps aligned with business objectives.

Responsibilities

  • Lead and mentor a cross‑functional team of network engineers, operational staff, a network architect, and infrastructure technicians.
  • Set departmental goals, performance expectations, and development plans for staff.
  • Coordinate staffing, recruitment, and team development to support organizational needs.
  • Define and oversee the implementation of network architecture and technology strategies.
  • Ensure high availability, scalability, and security of LAN / WAN, data center, wireless, and cloud networking environments.
  • Stay informed about emerging technologies, industry trends, and best practices.
  • Serve as the escalation point for complex network incidents or outages.
  • Manage day‑to‑day network operations including monitoring, incident response, change management, and service‑level delivery.
  • Establish and maintain documentation, runbooks, and standard operating procedures.
  • Implement and enforce policies for network security, configuration management, and compliance.
  • Direct planning and execution of infrastructure projects including hardware refresh, site expansions, data center upgrades, and cloud integrations.
  • Collaborate with facilities and vendors for cabling, power, HVAC, and physical security related to network systems.
  • Develop and manage annual operating and capital budgets for the network services function.
  • Procure, evaluate, and manage vendor relationships, service contracts, and licensing agreements.
  • Conduct cost‑benefit analyses and make recommendations for investments or cost optimizations.
  • Work closely with other IT teams (e.g., Security, Applications, Cloud, Support) to ensure seamless integration and operation.
  • Serve as a technical advisor to executive leadership, providing regular updates on network performance, risks, and initiatives.
  • Support business continuity and disaster recovery planning as it pertains to network availability.

Key Accountabilities

Develop standards for technical performance for outsourcing; conduct regular reviews of vendor contract performance; serve as Chief of Record for IT Support Services Contract; oversee contract re‑compete processes; develop long‑term and short‑term strategic plans; manage branch operations, budget forecasting, policy establishment, status reporting, and perform related administrative requirements.

Job Specifications

Required Education : High school Diploma / GED.

Required Work Experience : Eight to ten years of experience in program or information technology management.

Required Special Skills / Knowledge :

  • Proficiency in key areas relevant to the role (skills assessment may be conducted).
  • Knowledge of public administration principles and practices, including procurement, contracting, personnel, and project management.
  • Ability to analyze complex issues and make recommendations.
  • Ability to plan, direct, manage, and supervise programs and activities of several technical units.
  • Ability to plan, assign and review the work of technical, professional, and managerial personnel.
  • Ability to manage multi‑million‑dollar annual budgets.
  • Desired Qualifications :

  • Bachelor’s degree in Computer Science, Information Technology, or related field.
  • 7+ years of experience in network engineering or operations, including 3+ years in a leadership role.
  • Strong knowledge of enterprise networking technologies (routing, switching, firewalls, SD‑WAN, VPN, Wi‑Fi, load balancing).
  • Experience with network monitoring and management tools.
  • Proven ability to manage complex projects and budgets.
  • Excellent leadership, communication, and interpersonal skills.
  • Working Conditions

  • Maintenance windows largely occur nighttime, weekends, and holidays; staff may be required to work nights, weekends, and holidays.
  • Position requires availability during government shutdowns, inclement weather, holidays, weekends, and late nights.
  • On‑site presence required during Senate sessions; may involve overnight and weekend sessions.
  • Sedentary.
  • Extended hours outside normal business hours as necessary.
  • On‑call or report‑on‑site rotation within 24 hours.
  • Security Clearance

  • Applicant must obtain and maintain Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens.
