Contract Manager - Blind Services

The Florida Department of Education is seeking a Contract Manager for the Division of Blind Services. This position is located in Tallahassee, Florida and is responsible for the development, preparation, distribution, execution, and management of contracts for the Division of Blind Services. The incumbent will work under the direction of the Division of Blind Services' Contracts Section Supervisor and the Bureau Chief.

The duties and responsibilities of this position include assisting with the development of contract standards and indicators, reviewing and monitoring the performance of contract terms and conditions, conducting desk review monitoring activities of the Division of Blind Services' contracted vendors, and ensuring contractual services are being performed in accordance with the contract prior to processing monthly invoices. The incumbent must also conduct contract monitoring activities on-site, traveling to various locations across the state to complete these tasks.

Knowledge of the methods of data collection and analysis, basic management principles and practices, and the ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow, and other activities relating to the improvement of operational and management practices are required for this position. The ideal candidate must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal-directed behavior and performance sometimes under stressful conditions. Attendance is an essential function.

Minimum qualifications include a bachelor's degree from an accredited college or university in a field of study reasonably related to business administration, marketing, accounting, finance, economics, or contract management, or one to four years of professional and relevant experience in business administration, marketing, accounting, finance, economics, or contract management. A Florida Certified Contract Manager (FCCM) designation is also required. Preference will be given to those with a bachelor's degree and prior experience drafting, monitoring, managing, and tracking contracts.
