Main Purpose of Job

This role's primary goal is to stop, identify, and eradicate corruption, waste, fraud, and mismanagement in the Department of Human Services. This role is carried out by working as an Internal Auditor II in the Office of the Inspector General, supporting independent evaluations of Department of Human Services auditable entities, investigating deficiencies found in audit reports from Legislative and other external auditors, and informing management of our findings and suggestions.

POSITION DUTIES

• Evaluates the efficiency and sufficiency of internal accounting control systems, and / or corrective measures implemented in response to audit recommendations found in audit reports published by legislative and other external auditors.
• Determines if corrective measures were taken to resolve flaws found in audit reports produced by legislative and other external auditors, as well as whether federal, state, local, and departmental laws, rules, and regulations are being followed.
• Prepares clear, succinct working papers to document the reviews performed and the outcomes of related tests, as well as to ensure that the review objectives have been accomplished and that adequate, competent, relevant, and helpful data has been acquired to support the review findings and conclusions.
• Ensures that all parties are aware of the issues at hand by confirming facts and receiving explanations and reasons for any apparent inadequacies.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education : A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience : Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes :

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university for one year of the required experience.

3. Candidates may substitute one year of professional accounting experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
