Job description

Marion County requires on-site work. Remote work is not available.

The Marion County Clerks Office seeks a program coordinator for our Property Value Appeals Board proceedings. This is a part-time temporary assignment to provide relief coverage and project work.

The Property Value Appeals Board (PVAB) is a Department of Revenue program administered by County Clerks offices across the state every year. It provides property owners an opportunity to resolve disputes on the assessed values of their real or personal property. It also gives citizens an opportunity to appeal any fees that were imposed due to late filing of real or personal property returns. The County Clerks Office and PVAB staff organize the hearings as a neutral third party distinct from the petitioner and the Marion County Assessors Office.

Property owners submit petitions and evidence to be reviewed by a volunteer board of citizens who are knowledgeable about property valuation.

PVAB season runs from October 15th through May 15th with busier times right before the petition deadline of December 31st the convening meeting date (usually in mid-February) the 2-3 weeks around the hearings (usually in mid-March) and the adjourning meeting (usually in mid-April).

GENERAL STATEMENT OF DUTIES

Performs a variety of specialized administrative support duties and advanced clerical including coordination of administrative details for various projects and programs; coordinating newsletters and reports; conducting independent research; responding to routine communications inquiries and issues on behalf of the department head or administrator; confidential correspondence; manages the administration of a department or agency-wide continuing projects or program.

SUPERVISION RECEIVED

Works under the general oversight of a program manager or department head who assigns work establishes goals and reviews the results obtained for overall effectiveness through the analysis of performance reports and conferences.

SUPERVISION EXERCISED

Supervision of other employees is not a responsibility of positions in this classification; however may exercise lead direction over other clerical or office staff.

Typical Duties - Duties include but are not limited to the following

  • Accept and process petitions
  • Inspect petitions for errors and work for resolutions with petitioners and other partners
  • Organize and schedule public meetings and hearings
  • Prepare and post public notices of meetings and hearings including on the Marion County Clerk website
  • Maintain and archive all records of the session (written records electronic records and audio recordings)
  • Prepare all board materials for use during the hearings
  • Plan and provide refreshments and lunches for the PVAB board during meetings and hearing days
  • Prepare and send all required mailings and deliver copies of board orders (decision documents) to the relevant county departments
  • Coordinate a small group of support staff to assign tasks and ensure all responsibilities are met
  • Work with petitioners the PVAB board the Marion County Assessors Office and the Oregon Department of Revenue to resolve any questions or issues that may arise

Requirements for the Position

EXPERIENCE AND TRAINING

  • High school diploma or equivalent; AND
  • Three years of general office experience including one year of experience in a technical field specific to the position; OR
  • Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.
  • NECESSARY SPECIAL REQUIREMENTS

  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at : finalist for this position will be required to pass a criminal history background check however conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is represented by a union.
  • This is a part-time position which is eligible for overtime.
  • Typical Work Schedule : 28 hours / week prescheduled Monday through Friday days with flexibility depending upon the needs of the department and program. Additional hours may be scheduled during elections budget preparation and Board of Property Tax processes and hearings.
  • KNOWLEDGE SKILLS AND ABILITIES

    Thorough knowledge of statistical research techniques and procedures; modern office procedures and methods; capabilities and usage of modern office equipment; data collection techniques; English composition spelling and grammar; public relations techniques and concepts; contract monitoring procedures. Substantial skill and ability to organize and maintain contemporary office / administrative systems and procedures; communicate effectively both orally and in writing; conduct independent research; define administrative problems and procedures; collect evaluate and summarize data; prepare clear and concise reports; establish and maintain cooperative working relationships with other employees and the public; operate modern office equipment.

    PHYSICAL REQUIREMENTS

    Operates a motor vehicle; sees using depth perception; reads a 12 pt. font; distinguishes colors and shades; speaks with a clear and audible voice; hears a normal speech level; sits; moves about the work area; uses hands and fingers to grasp and manipulate objects; operates a computer; bends; reaches overhead; lifts up to 35 lbs.; pushes / pulls up to 50 lbs.; uses office chemicals such as toner.

    PUBLIC SERVICE LOAN FORGIVENESS

    Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your student loan eligibility should be directed to your loan servicer or the US Department of Education.

    VISA SPONSORSHIP

    Marion County does not offer VISA sponsorship. Within three days of hireyou will be required to complete the US Department of Homeland Securitys I-9 form confirming authorization to work in the United States. Marion County is an E-Verify employer and will use E-Verify to confirm that hires are authorized to work in the United States.

    VETERANS PREFERENCE

Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.
