Job description

Job Title

This position is responsible for customer service to process permit applications, building inspections, contractor licenses, and certificate of occupancies and completion.

The incumbent is responsible for accepting and issuing land development, and building construction permits; receives, verifies and distributes all incoming civil plans and documents related to land development, and building construction permitting, confirming permit fees, evaluating computer records on various permits being processed; answer telephone and assist callers with applications, permit and technical questions, research and concerns; research, review and copy various documentation as required; provide clerical assistance; and perform other related duties as assigned.

Major duties include :

  • Processing building permit applications.
  • Providing public with information related to land development, building permits applications and inspection services.
  • Inputs and retrieves permit data and issues permits; this includes electrical, mechanical, plumbing trade applications.
  • Verifies completion of applications submittal prior to acceptance.
  • Provides information at the counter, electronically, or by telephone in response to relatively routine questions regarding land disturbance regulations, land disturbance permit applications, tree removal regulations and applications, building ordinances and codes, building permit application process and procedures;
  • Assists the public in completing applications and other necessary forms.
  • Works effectively with a wide variety of people; maintains composure under difficult circumstance.
  • Provides support and leadership to city department staff.
  • Routes permit application packages for plan review; prepares files for records management.
  • Completes required training.
  • Completes required paperwork and maintains related records.
  • Issues certificates of occupancy.
  • Performs related duties.

Knowledge required by the position includes :

  • City and department policies and procedures.
  • City, county, state, and national building codes.
  • Construction techniques and contracting procedures.
  • Generally accepted engineering, construction, and building practices.
  • Occupational hazards and safety principles.
  • Computers and job-related software programs.
  • Reading blueprints and construction documents.
  • Conducting and documenting site, structural, energy, electrical, plumbing and mechanical inspections.
  • Oral and written communication.
  • The work consists of varied technical construction inspection and code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work. The purpose of this position is to perform building inspections in the enforcement of building codes. Successful performance ensures compliance with all relevant building codes and ordinances.

    Contacts are typically with co-workers, other city employees, general and subcontractors, real estate personnel, business leaders, property owners, developers, surveyors, architects, engineers, and the public. Contacts are typically to give or exchange information, resolve problems, and provide services.

    The work is typically performed while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

    Minimum qualifications include knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship / internship or having had a similar position for one to two years. Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. Possession of or ability to readily obtain the ICC Permit Technician Certification within the first year of employment.
