Job description

Job Duties :

The Department of Economic Development is seeking a Business Development Administrator who will assist in the execution of the economic development business attraction and retention programs including, the marketing and communications strategies that accomplish the City Council's goals of growing our economy through business expansions, capital investment, and job creation. These activities expand the City’s tax base and employment opportunities for its residents.

As a City Manager appointee, this position serves at the pleasure of the City Manager and is not considered part of the merit service as defined in City Code, section 2-75.

Business Attraction Administrator :

  • Supervise business development subordinates; develop, monitor, and evaluate staff performance.
  • Assist in the coordination and administration of developing the business development division's marketing programs for business prospects that align with target industry sectors identified for enhancing the local economy. Effectiveness is evaluated annually through established performance indicators and metrics that measure economic impact.
  • Representation and advocate for the City of Virginia Beach at meetings, conferences, and face-to-face negotiations for domestic and international companies to consider the city for investment that will serve to grow the economy.
  • Assist in the negotiations with prospects considering the City and preparing, when necessary, recommendations for an EDIP grant and presentation to the Virginia Beach Development Authority (VBDA), and at times City Council.
  • Assist Department Deputy Director, department staff, real estate professionals, City officials, City Council, and site location consultants to identify and effectively communicate and respond to the driving forces in the industry.
  • Develop, direct, and oversee prospect visits and RFP submittals for prospect inquiries.
  • Work and represent the City with the Virginia Economic Development Partnership (VEDP), and the Hampton Roads Economic Development Alliance regarding prospects visits and requirements for information for competitive analysis purposes.
  • Perform special projects assigned by Department Deputy Director. Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor and based on the current workloads and department needs. Prepare a variety of complex written correspondence and reports.
  • Assist in Business Retention and Expansion (BRE) efforts.
  • Monitor national and international economic development trends concerning their impact on the program.
  • Review business development-related promotional materials; and deliver promotional speeches and talks before various civic organizations and business groups.
  • Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs.

Minimum Requirements :

MINIMUMS : Bachelors degree in public administration, marketing, or related and six (6) years of experience utilizing the knowledge, skills, and abilities associated with such positions as business development representative OR and equivalent combination of education (above high school level) and / or experience equivalent to ten (10) years in fields such as economic or community development, real estate and advertising, business administration, marketing, management, public administration, or planning which provide the required knowledge, skills, and abilities associated with this position. Must have a current and valid drivers license. SPECIAL REQUIREMENTS : All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and / or City-wide emergencies.

Preferences :

Experience in working with Boards / Commissions / City & State Government, business development, business retention and expansion, workforce development, working with international companies, making and negotiating development deals.

Experience with principles and practices of modern public administration, leadership and management.

Experience in preparing and presenting complex plans and reports, marketing and promotional techniques, and of developing and analyzing financial proposals.
