Production Controller II - Logistics

Eagle Harbor, a subsidiary of Three Saints Bay, LLC, is a Federal Contracting company looking for a Production Controller II - Logistics in support of the Mid Atlantic Regional Maintenance Center (MARMC) providing technical and support services in Norfolk, VA.

Position responsibilities include :

• Complying with the latest revision of COMUSFLTFORCOMINST 4790.3C (JFMM), Volumes II and VII, the CNRMC Fleet Desk Guide (FDG), MARMC / CNRMC policies, and other publications.
• Performing multiple tasks in the planning and execution of maintenance availabilities.
• Assisting with the integration of simultaneous efforts of various individuals and groups in the accomplishment of planning ship repair and alteration tasks.
• Conveying planning / execution technical and non-technical information to appropriate levels of management.
• Maintaining contact with military technical personnel for resolving planning and production problems.
• Assisting the planning and maintenance team, Contract Department, and Engineering / Quality Assurance departments.
• Assisting with the development and implementation of Department instructions and related metrics.
• Assisting Managers with analytic and evaluative work, problem resolution, and support in various administrative areas.
• Assisting with the tracking and development of solutions for complex planning problems.
• Assisting with the development and issuance of Memorandums of Agreement (MOA), Memorandums of Understanding (MOU), Command Instructions, and Standard Operating Procedures (SOP).
• Assisting the designated Program Manager (PM) and Class Team Lead (CTL) in the development of work packages.
• Comparing and contrasting the VSB version of the WN against the NMD version of the WN for missing data and other errors.
• Writing and issuing a clear NMD tasking memo.
• Developing and maintaining a "red line" work template master file.
• Developing, providing planner notes, and providing an estimate with rationale for NMD Standard Work Template (SWT), Class Standard Work Template (CSWT), and Local Work Template E-Specification Work Items (WIs).
• Assisting the designated PM and CTL with preparation of and execution of planning and execution conferences, briefs, working meetings, face to face specification reviews, working group efforts and reporting.
• Assisting the designated PM and CTL with the set-up, input, maintenance of, and management of Code 300 availability contract records and reports.
• Assisting the designated PM and CTL with monitoring, reporting and managing Code 300 PVI duties.
• Assisting the designated PM and CTL with generating, reporting, issuing, monitoring and tracking of planning and execution contractor discrepancy and incomplete work reports and lists.
• Drafting and submitting an Engineering Service Request (ESR) to initiate engineering support.
• Reviewing the TDMIS database for applicable TPs and identifying the most appropriate TP for the SOW or E-specification.
• Planning and coordinating daily efforts to verify that SOWs and E-specifications comply with technical requirements.
• Preparing ship specific Planning Memorandum for use as SOW or E-specification WI reference.
• Planning and writing SOWs and E-specifications to reduce the number and cost of potential growth Request for Contract Change (RCC).
• Accomplishing Work Specification Review (WSR) for assigned SOWs, E-specifications, and NMD templates.
• Only "unrolling" E-specification WIs when authorized by the CTL or designated PM.
• Providing lessons learned for deficient work specifications to the appropriate MARMC planning group.
• Maintaining the correct NMD Customer Order Acceptance Record (COAR) code assignment for all E-Specification WIs.
• Reading and maintaining knowledge base to interpret and verify that SOWs and E-specifications comply with technical and non-technical documents.
• Accomplishing technical and non-technical reviews of Condition Found Reports (CFRs) and Request for Contract Changes (RCC) to provide evaluation comments and applicability to work specification modifications.
• Accomplishing Field and Ship Checks in accordance with the CNRMC Fleet Desk Guide (FDG) and MARMCINST 42701B.
• Accomplishing Condition Found Report (CFR) evaluation, processing, and answering in accordance with the CNRMC Fleet Desk Guide (FDG).
• Accomplishing estimate development, processing, reporting, and data input in accordance with the CNRMC Fleet Desk Guide (FDG).
• Developing, providing, recording, input, and reporting logical defendable estimates with justification statements for man-hour amounts, labor cost, material identification, and material cost.
• Providing Class A, C, D, F, and X estimates per COMUSFLTFORCOMINST 4790.3C (JFMM), Volume VII.
• Providing Class "D" planning and execution time duration, labor, and material feasibility estimate for WNs, SOWs, and WIs.
• Estimating premium / acceleration costs for labor and material for prime contractors and subcontractors.
• Estimating delay and disruption costs for labor and material for prime contractors and subcontractors.
• Identifying, recording, and reporting the execution key event and / or milestone each SOW or E-Specification must be completed by.
• Reviewing, identifying, and reporting each SOW or E-specification where testing requirements must be accomplished at shore or under way to meet operational test conditions.
• Identifying and reporting the estimated execution duration of testing requirements accomplished at shore or under way to meet operational test conditions for each SOW or E-specification.
• Providing notional execution Gantt Chart Plan of Action and Milestones (POA&M) and / or work Integration analysis products to the CTL or designed PM at the WI level.
• Accomplishing material identification, evaluation, and processing in accordance with the CNRMC Fleet Desk Guide (FDG).
• Developing bills of material from requirements.
• Initiating, receiving, retaining, filing, tracking, and reporting material Cost and Availability (C&A) quotes from vendors.
• Identifying long lead time material (Defined as material line items that cannot be purchased and delivered by an execution repair contractor between the contract award date and the performance period start date and / or material line items that cannot be purchased and delivered by an execution repair contractor in time to complete work on the assigned key event or milestone.)
• Identifying the need and ordering data to facilitate the purchase of Government Furnished Material (GFM) using government systems and processes.
• Accomplishing progress monitoring duties and reporting in accordance with the CNRMC Fleet Desk Guide (FDG).
• Comparing contractor production schedules and Gantt Schedules to observed physical progress at the activity level and immediately reporting to the designated PM where physical progress is not trending to "on time" completion at key event and / or milestone level.
• Reporting all occurrences to the designated PM where inspections and inspection reports are not accomplished per the schedule requirement defined in SOWs and E-specifications.
• Tracking and reporting to the designated PM the completion of execution contractor discrepancies and incomplete work.
• Accomplishing Code 300 corrective action processes and reporting in accordance with MARMCINST 4355.2B and the CNRMC Fleet Desk Guide (FDG).
• Accomplishing automated data processing in accordance with the CNRMC Fleet Desk Guide (FDG).
• Having and maintaining a working knowledge in the use of automated data processing equipment and various other software programs mandated for government use.
• Maintaining records and visual aids to reflect the status of jobs planned and in progress.
• Reviewing program and schedule boards for the purpose of locating and resolving problems and to accomplish rescheduling.
• Receiving and reviewing automated printout reports for accuracy, errors, and missing data for the purpose of updating and correcting.
• Receiving reports from material expeditor pertaining to material availability.
• Assisting the scheduler SME in performing cost and quality control measures with cost analyses, resolving material acquisition problems for priority jobs, and acquiring the necessary immediate trade skill for priority jobs.
