The Opportunity :
We are looking for an experienced Management Analyst who uses research, analysis, planning, and project management to provide leadership, expert advice and consultation, and facilitate information sharing with internal and external stakeholders.
In this position, you will serve as a consultant to the DRS IT Services, Portfolio and Planning Manager in implementing new applications, processes, and procedures to update and improve how ISD assesses and manages business demands for IT services. You will also lead ISD compliance efforts to ensure state and federal requirements are satisfied accurately and on-time. You will lead assigned projects and the coordination and completion of performance management activities for the division.
Some of what you'll do includes :
- Analyzing and making recommendations to the IT Services, Portfolio and Planning Manager for improvements to the IT Business Demand Management processes.
- Coordinating with the IT Services, Portfolio and Planning Manager in developing and organizing the ISD quarterly roadmap.
- Developing communications to ensure transparency of ISD work to the organization, including how the work being accomplished and meets agency and divisional strategies and goals.
- Continually monitoring and evaluating processes for improvement opportunities.
- Leading the audit process with internal and external entities to determine agency audit requirements and liaising between external entities and the agency to ensure required documentation is provided, questions are answered, and changes are documented for future compliance efforts.
- Leading the coordination and completion of performance management activities for the division.
- Conducting in-depth analysis and evaluation of data and its impact on established divisional and agency KPIs.
- Managing assigned projects for the Information Systems Department working with diverse groups of team members, agency leaders, customers and external organizations.
Note : Dependent on the nature of the projects and tasks assigned, you may be able to perform duties from a remote work location multiple days during an average week, at the discretion of the Appointing Authority and with a telework agreement in place. The ability to work remotely is dependent on the nature of the tasks and projects assigned and the presence of a remote work environment that is safe and has an appropriate level of reliable connectivity. You must live within a reasonable commuting distance (less than 50 straight-line miles) to the DRS building in Tumwater, WA, and must be willing and able to adjust your telework schedule, whenever necessary, to complete work assignments, attend mandatory meetings, trainings, etc., at the DRS facility.
What we're looking for (required qualifications) : Experience can be gained through various combinations of professional or relevant lived experience, including volunteer or other personal experience. Experience may be concurrent.
Proven experience conducting research and analysis of statistical data and trends. This experience is typically gained through at least five (5) years of professional experience. An Associate's or Bachelor's degree in mathematics, statistics, information technology or closely allied field may substitute for up to two (2) years of experience;Demonstrated experience leading business projects, to include utilizing business analysis tools and methodologies to elicit and develop requirements. This experience is typically gained through at least three (3) years of professional experience;Experience with process improvement principles and methodologies (Lean Six Sigma Green Belt certification is highly desired);Experience managing change, facilitating collaboration and leading teams;Experience researching and analyzing state and agency laws, policies, standards and regulations to draft required technology and business governance;Demonstrated advanced-level proficiency with Microsoft Productivity Suite and SharePoint (version 2013 or newer); andDemonstrated proficiency in the following competency areas :Customer Focus Dedicated to meeting the expectations and requirements of customers.
