Director, TRIO Upward Bound Grant

Under limited direction, this position oversees the TRIO Upward Bound grants project. This position is responsible for the organization, planning, implementation, continuous review, and analysis of the project(s). The grants are funded by the U.S Department of Education and are designed to serve high school students who are from low-income families, are the first generation to attend college, and / or have a disability. This position supervises program staff, maintains federally compliant record keeping documenting grant expenditures, and prepares and submits the comprehensive annual federal performance report. Serves as the liaison between the project(s), Broward College, area agencies, and colleges and universities. This is a temporary position that ends on August 31, 2027. The incumbent is subject to annual performance evaluations and grant contract renewal.

Minimum Education : Bachelor's degree in education administration, higher education, public administration, guidance counseling, or related field. An equivalent combination of education and experience may be considered.

Minimum Experience / Training : Six years of experience in designing and managing educational programs for underserved or at-risk populations and three years of management experience. Previous TRIO, grant, and fiscal management experience, program development, or academic support programs are strongly preferred. Administrator experience at a large post-secondary educational institution, community college preferred. Demonstrated experience in recruiting new students and advising students. Valid Florida Driver's License required or, as a condition of continued employment, a Valid Florida Driver's License within 30 days after being employed by the College.

Essential Functions :

Daily - 20% : Directs the implementation of all aspects of the grant and administers and manages the TRIO Upward Grant budget in accordance with College policy and in compliance with requirements and regulations of the funding agency.

Daily - 20% : Responsible for people management of the area, including recommendation of staffing, hiring, termination and discipline, setting performance standards and evaluating staff, and staff development.

Daily - 10% : Ensures and prepares widespread dissemination of project information to potential participants and oversees the recruitment of potential students. Develops and maintains positive relationships with participants, student organizations, community agencies, college faculty and support personnel.

Weekly - 10% : Develops and communicates project goals and objectives to the College community, Campus administrators, CBOs (Community Business Organizations), other IHE's (Institutions for Higher Education), and government agencies.

Quarterly - 10% : Manages and maintains timely grant reports to the US Department of Education.

Monthly - 10% : Prepares documentation, and related materials to inform Broward College leadership on project progress at regular intervals, both in written and oral communication forms. Conducts presentations to large groups for the dissemination of information.

Monthly - 5% : Represents the college at professional and community organizations. Participates in college activities, in-service activities, and related professional conferences.

Weekly - 10% : Interprets and articulates data on grant performance.

Daily - 5% : Performs related duties as assigned.

Knowledge, Skills and Abilities :

  • Knowledge of recruitment strategies for postsecondary institutions and alternative education programs.
  • Knowledge of retention strategies in postsecondary / higher education institutions and working with counseling / advising services grant management experience, including staff supervision and budget management.
  • Excellent organizational and communication skills (verbal and written).
  • Strong managerial and team building skills, and demonstrated ability to motivate and empower direct and indirect reports to achieve area priorities.
  • Ability to effectively present information to groups of administrators, faculty, students, and the community.
  • Ability to read, analyze, and interpret data, and define problems for the purpose of reporting, while maintaining confidentiality.
  • Ability to influence others of the benefits / importance of an idea or plan of action and to gain their support or commitment.
  • Demonstrated ability in recruiting new students and advising students.
  • Ability to establish and maintain relationships with local businesses and community organizations.
  • Models inclusive excellence through specific actions that support the College's diversity goals in the recruitment, hiring, and retention of talented and diverse faculty and staff.
  • Extensive functional knowledge and expertise in all aspects of own and related areas of the College, and pertinent interdependencies including a political general understanding of the external environment and how it affects academia in general and Broward in particular, including political, legal, environmental, educational, financial, and social influences.
  • Strong knowledge of the College structure, policies and practices, and the impact on own area.
  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.
