Description / Job Summary

The Transfer and Articulation Coordinator reports directly to the Assistant Vice President for Academic Engagement and Partnerships (AVAEP). Leveraging a comprehensive understanding of the curriculum at Baltimore City Community College (BCCC), the Coordinator is responsible for establishing and maintaining articulation agreements with four-year colleges and universities, designing academic pathways, and ensuring institutional compliance with the Code of Maryland Regulations (COMAR) and the policies of the Maryland Higher Education Commission (MHEC).

In partnership with the Division of Student Affairs, the Coordinator contributes to institutional efforts aimed at enhancing student recruitment, enrollment, retention, and transfer outcomes. The incumbent also oversees the maintenance and accuracy of the Articulation System for Maryland Colleges and Universities (ARTSYS).

This position serves as a representative of BCCC at recruitment and transfer-related events and requires the capacity to engage effectively with a diverse range of stakeholders, including students, faculty, staff, parents, and community partners.

Responsibilities / Duties

  • Oversee the daily operations of the Transfer and Articulation Office.
  • Initiate, develop, and maintain strategic articulation and academic pathway agreements with partner institutions.
  • Monitor curricular changes and evaluate their impact on existing articulation agreements.
  • Serve as a subject matter expert on articulation agreements for both internal stakeholders and external partners.
  • Facilitate collaboration between BCCC personnel and representatives from partner institutions to establish and sustain articulation agreements.
  • Maintain up-to-date knowledge of all BCCC academic programs.
  • Coordinate with academic departments to determine and update transfer course equivalencies.
  • Collaborate with Enrollment Management, Admissions, and other student service units to support transfer initiatives.
  • Conduct annual reviews of articulation agreements in partnership with institutional representatives to ensure alignment with current curricula.
  • Utilize Institutional Research data and national resources (e.g., IPEDS) to identify and support transfer pathways.
  • Manage the collection, maintenance, and analysis of transfer-related data and records.
  • Compile and submit data for the Maryland Higher Education Commission (MHEC) Annual Transfer Report.
  • Participate in professional development activities, including affinity group meetings and seminars.
  • Maintain and update the BCCC Transfer Guide and related web content.
  • Use software tools to organize resources and manage data efficiently.
  • Develop and implement database applications, spreadsheets, templates, and other tools to streamline office processes.
  • Analyze and manage statistical data for internal and external reporting purposes.
  • Maintain and update program and course information in the Articulation System for Maryland Colleges and Universities (ARTSYS).
  • Stay current with relevant policies and regulations, including COMAR and MHEC guidelines.
  • Serve as the institutional representative and coordinator for Phi Theta Kappa (PTK).
  • Prepare and distribute materials related to transfer services and articulation for publications and outreach.
  • Maintaining web content and developing outreach materials.
  • Supporting Phi Theta Kappa (PTK) or similar Student Honors organizations.
  • Required Qualifications

    Education :

  • Master's degree from an accredited institution in Student Services, Counselor Education, or other related field.
  • Experience :

  • At least three (3) years of professional experience in higher education, with a focus on transfer services, academic advising, articulation, or enrollment management, which must include the following :
  • Evaluating transcripts.

  • Articulating agreements, transfer credit evaluation, and academic program structures.
  • Data systems and software tools for data analysis, reporting, and process automation (e.g., Microsoft Excel, database applications, ARTSYS).
  • Preferred Qualifications

  • Five (5) or more years of professional experience at the community college level, which must include the following :
  • Higher Education Transfer Services and creation and maintenance of articulation agreements.

  • National data systems such as Integrated Postsecondary Education Data System (IPEDS) and familiarity with Institutional Research practices.
  • Knowledge, Skills, and Abilities

  • Understanding of shared governance and commitment to the mission of a comprehensive community college.
  • Collaborative leadership style; demonstrated creativity and flexibility in problem solving.
  • Current knowledge of best practices in curriculum development and course / program assessment and institutional / specialized accreditation.
  • Understanding innovative pedagogy and instructional design.
  • Excellent written and oral communication skills.
  • Proficiency in the use of research, statistical analysis, and information technologies.
  • Proven ability to provide leadership in a dynamic and rapidly changing environment.
  • Demonstrated effectiveness in ensuring implementation of student learning outcomes and assessment of student learning.
  • Demonstrated commitment to academic excellence.
  • Knowledge of state and federal regulations related to higher education, including COMAR and MHEC policies.
  • Strong organizational skills with the ability to manage multiple projects and meet deadlines.
  • Excellent written and verbal communication skills, with the ability to effectively engage diverse stakeholders.
  • Ability to work independently and collaboratively in a team-oriented environment.
  • Knowledge of Institutional Research practices.
