Job descriptionLeverages deep understanding of the client's mission to develop and refine operational plans and concepts of operations (CONOPS), optimizing the use of existing and planned systems to meet mission needs. Optimize the use of current and planned systems, ensuring alignment with mission needs and strategic goals. Actively participate in the system development lifecycle, including the development of system concepts, requirements, CONOPS, and training requirements. Lead enterprise-wide process improvement, reengineering, and modernization initiatives. Guide project teams, mentoring staff, and fostering knowledge transfer across the organization. Influence strategic decisions by providing data-driven analysis, forward-looking recommendations, and innovative solutions Participates actively in the system development process, including the development of system concepts, system requirements, concepts of operations, and training requirements. Education : Bachelor’s degree If you do not have a Bachelor's degree, the following may be substituted : Associate degree plus two (2) years of relevant experience Ten (10) years of relevant experience. Experience in emergency management, homeland security, public safety, or related field preferred. Advanced knowledge of system development lifecycles, performance measurement frameworks, and enterprise transformation methodologies. $67 / hour The Excalibur Group is an Equal Opportunity / Affirmative Action Employer. High school diploma plus four (4) years of relevant experience
Professional certification may be substituted for an additional year of relevant experience.
