Position Summary :

The Special Assets Portfolio Manager oversees special asset and performing loan portfolios, ensuring compliance with SBA and USDA regulations. This role manages loan servicing, annual reviews, documentation, and credit risk analysis, while supporting lenders and maintaining agency guarantees through accurate, timely action and effective communication with all stakeholders. Primarily ensuring loans are serviced properly once in liquidation status with the SBA and USDA.

Essential Duties and Responsibilities :

Oversee the SBA and USDA Guaranty Liquidation process, including preparing and submitting SBA guaranty purchase packages, offers in compromise, wrap-up reports, and negotiating potential repair or denial issues; prepare and submit USDA liquidation plans, and maintain ongoing communication with USDA throughout repurchase and liquidation including monthly Default Status Reports.

  • Manage loan workout strategies and the collections process, including collateral liquidation, foreclosure, deficiency judgment processes, and ensuring timely and effective recovery of outstanding amounts.
  • Serve as the primary communication liaison between the lender and SBA / USDA, ensuring prompt and accurate information exchange and compiling / submitting required periodic reports to the agencies.
  • Monitor and manage expenses incurred during liquidation and litigation, maintaining detailed records, cost controls, and remitting payments to the SBA via pay.gov with accurate documentation.
  • Order and review third-party reports—such as appraisals, environmental assessments, title reports, and business equipment valuations—to support asset management and decision-making.
  • Supervise the Servicing Credit Analyst (including Decimal Point), reviewing all financial spreads and narratives prepared by them, and assist borrowers with servicing actions on their loans in compliance with lender, SBA, and USDA policies and procedures.
  • Collect all required financial documents and supporting materials to maintain covenant and regulatory compliance; review borrower service requests and gather information for recommended actions aligned with lender policies, agency regulations, SOPs, and CFR.
  • Underwrite servicing actions—including loan modifications and annual reviews for SBA 7a, USDA, Main Street, and conventional loans—and process amendments such as collateral releases, pricing adjustments, risk-rating changes, and other required modifications in collaboration with legal counsel and lenders.
  • Manage all aspects of portfolio management according to lender credit policy and SBA / USDA procedures for respective loan portfolios, including portfolio monitoring, collections on past due accounts, collection of financial documentation, annual reviews, and ongoing communication with SBA / USDA.
  • Complete comprehensive narrative annual reviews for each existing SBA / USDA loan, covering business and personal financial analysis, credit analysis, lien perfection, property valuation, industry comparisons, risk identification and mitigation, and loan grading recommendations.
  • Conduct quality assurance reviews of SBA / USDA credit files prior to audits and regulatory reviews, ensuring proper implementation of LSP, lender, and SBA / USDA business policies and procedures, and promote adherence to compliance requirements.
  • Fulfill additional portfolio management duties, such as managing financial and insurance ticklers, collecting necessary statements and policies, preparing SBA / USDA loan files for audits, and participating in special projects to support the SBA / USDA servicing department as needed.
  • Support the loan portfolio servicing process by tracking financial, insurance, and covenant requirements, and performing other duties as necessary.

Primary Success Measurements :

  • Continue to improve individual performance, with a goal of processing 9-12 actions a month
  • Improve quality of credit analysis as needed.
  • Respond to external customer emails, correspondence and phone calls in a timely manner (24-48 hours.)
  • Respond to management requests in a timely manner.
  • Work with department manager and senior management to improve workflow and productivity of department.
  • Qualifications :

    Education and / or Experience :

  • Bachelor’s degree in Finance, Accounting preferred.
  • Minimum of 7 years’ experience in Small Business Lending / Reals Estate Lending preferred with focus on credit analysis.
  • Knowledge and / or Skills :

  • Knowledge of the SBA and USDA rules and regulations, preferred.
  • Strong credit skills.
  • Leadership and motivational skills, good written and verbal communication skills, decision-making and analytical skills and ability to work well under pressure.
  • Operate other standard office equipment; type accurately at a speed necessary to meet the requirements of the position; organize work, set priorities and exercise sound independent judgment within established guidelines; interpret, apply, explain and reach sound decisions.
  • Proficient in Microsoft Office Suite, working with Word and Excel or similar spreadsheet software.
  • Language Skills :

  • Ability to read and comprehend instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to write basic routine reports and correspondence.
  • Ability to interact effectively with management, other employees, customers, and representatives from other organizations.
  • Diplomacy in dealing with internal and external clients.
  • Excellent communication skills.
  • Mathematical Skills :

  • Strong credit skills required.
  • Ability to analyze financial statements for Small Businesses.
  • Reasoning Ability :

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability review information and solve problems quickly.
  • Strong ability to manage time.
  • Achievement oriented, takes initiative.
