Grants Specialist (Office of Broadband)

The Virginia Department of Housing and Community Development (DHCD) is seeking a detail-oriented and mission-driven Grants Specialist to support the administration of broadband grant programs. This position plays a critical role in ensuring that public funds are used effectively and reach the communities that need them most. The Grants Specialist will work within the Office of Broadband to manage financial and programmatic data, ensure compliance with federal and state regulations, and support the evaluation and improvement of broadband initiatives across the Commonwealth. The Grants Specialist is responsible for :

  • Analyzing and maintaining both programmatic and financial data for grant-funded initiatives. Specifically, financial tracking which includes fund allocations, grant awards, remittances, and balances.
  • Support program evaluations and assist with preparing internal and external reports.
  • Ensure compliance with grant requirements and assist in monitoring program performance.
  • Collaborate with internal teams and external partners to gather data and share findings.
  • Support the development of insights that guide funding decisions and program improvements.

The Grant Specialist will gain hands on experience with federal and state programs, learn from experienced professionals in public policy, build on their current skillset, and make real impact by supporting programs that improve broadband access throughout the Commonwealth of Virginia. The appointment is to a restricted position, funded in part by non-general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grants and non-general funds.

Minimum Qualifications :

  • Comprehensive knowledge of grants or financial management, compliance, and monitoring processes.
  • Skilled in using computers to develop and or create complex spreadsheets and databases.
  • Strong interpersonal and communication skills, both written and verbal.
  • Skilled in researching, investigating, analyzing, and evaluating data for accuracy, relevance and completeness.
  • Demonstrated ability to interpret and apply local, state or federal rules and regulations.
  • Experience in monitoring programmatic or financial compliance by reviewing and interpreting grant guidelines and / or contractual agreements.
  • Additional Considerations :

  • Working knowledge of community and economic development principles.
  • Demonstrated ability to interpret and manage multiple and diverse program requirements.
  • Demonstrated capability to manage and meet a variety of deadlines.
  • Experience in monitoring programmatic or financial compliance of state or federally funded programs or projects.
  • Foundational knowledge of accounting practices and familiarity with financial or accounting software systems.
