The Work You Will Do :

This Environmental Consultant position performs advanced professional work under the direction of the Environmental Administrator for the Division of Waste Management's Petroleum Restoration Program (PRP) located in Tallahassee, Florida. This is a highly professional position, which serves as Contract Manager for numerous Agency Term Contracts for the PRP. The ideal candidate possesses contract management experience, procurement knowledge, leadership, and technical skills to promote the sustainability, implementation and efficiency of state and federal laws rules, and regulations related to the PRP.

Your Specific Responsibilities :

  • This is an advanced and highly professional environmental position, which utilizing knowledge of Florida policies, procedures, and statutes overseen by the Division of Waste Management, serves as Contract Manager for numerous Agency Term Contracts (ATC) for the Petroleum Restoration Program (PRP). The incumbent must be highly independent, possessing creative judgment applied to high-level goals and objectives of the PRP. Directs and coordinates the development and provision of direct legal, financial, and contract negotiation support to the PRP or for major procurements as required.
  • Identifies PRP needs and provides consultation related to the administrative, program and operational aspects of contract management for ATC and the PRP; and acts as liaison with the procurement offices within DEP and DMS. Manages significant contractual formation and management; provides contractual domain expertise in negotiation, implementation, execution, and administration of very complex contracts. Supports the staff in solicitation and contract management and supports the solicitation evaluation process to award.
  • Manages assigned contracts during their term, audits contracts for compliance and provides excellent customer service.
  • Manages contracts using standard contract general conditions, special conditions, and specifications appropriate to the goods and services contracted.
  • Ensures compliance with state law, policies and procedures and contract terms. Upon customer request, facilitates contract transactions.
  • Using the analysis tool and other information sources, tracks customer usage of contracts and strives to continually deliver great value.
  • Periodically reviews assigned contracts within the PRP and recommends modifications.
  • Monitors the life of contracts to anticipate expiration dates and to determine applicable strategies.
  • Performs all duties required for loading and managing contracts in MyFloridaMarket Place.
  • Performs quality assurance reviews of Task Assignments and Purchase Orders in MyFloridaMarketPlace for consistency, compliance with program guidance documents, assure scope in accordance with ATCs and in accordance with 62-780, 62-771 and 62-772.
  • Provides ongoing analysis of PRP's contracts and interprets rules, policies and procedures as needed.
  • Monitors the contracting system in PRP.
  • Assists in developing and sharing guidance associated with implementing the Agency Term Contracts and processes on the Agency Term Contract Team.
  • Provides technical assistance, consultative services and direction for development, implementation, and evaluation of programs.
  • Reviews programs, services, forms, and reports, and confers with management and users to identify problems and improvements.
  • Responds to requests from government, private firms, and the public concerning program / project activities.
  • Other duties as assigned by supervisor.

Required Knowledge, Skills, and Abilities :

  • Knowledge of Petroleum Restoration Program Policies, Procedures and Guidance Documents.
  • Knowledge of Cleanup and Procurement Rules 62-780 62-772 F.A.C., and Pollutant Discharge Prevention and Removal as specified in Chapter 376, F.S.
  • Knowledge of contracting procedures, requirements, state procurement statutes and rules, specifically Chapter 287, F.S. and Rule 60A-1, F.A.C.
  • Knowledge of data collection, evaluation, and analysis to solve problems and develop recommendations for improvement of area management practices.
  • Knowledge of strategic sourcing best practices and negotiation strategies.
  • Knowledge of MyFloridaMarketPlace (MFMP) and the Vendor Bid System (VBS).
  • Skills required to manage complex contamination cleanup projects.
  • Skill / proficiency using a computer including Microsoft Office (Word, Excel, PowerPoint, Access).
  • Skill in communicating effectively, both orally and in writing. Skill in providing great customer service to both internal and external customers by dealing with people in a tactful and courteous manner.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals.
  • Ability to understand and apply applicable statutes, rules, regulations, policies, and procedures.
  • Ability to successfully evaluate and manage and conclude complex, difficult, or controversial projects for primary program area.
  • Ability to coordinate environmental contracts. Ability to maintain a valid driver's license.
  • Required Qualifications :

  • Bachelor's degree from an accredited college or university with a major in accounting / finance, business, business related, engineering, environmental science or one of the natural sciences and three years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.
  • Other Job-Related Requirements for this position :

  • Valid Driver License.

    This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
