Program Operations Specialist

Compliance and Risk Services (CRS) serves the University, its mission, and its community by providing enterprise-wide leadership and professional expertise and services relating to key compliance areas and risk management. The Civil Rights Compliance Office (CRC) within CRS is responsible for compliance with civil rights laws and University policy. Duties & Responsibilities
Operational Management of the CRC Investigations Team
- Oversee the collection and management of all information, during and after all investigations within the CRC Investigations Team.
- Manage and track the outflow and inflow of critical information from the Investigations Team.
- Develop, strategize, and implement process improvement.
- Independently manage key operational aspects of the investigative process, including but not limited to, drafting and managing notices, collecting information, managing witnesses, coordinating report follow up meetings, and ensuring appropriate records of the same are in the relevant file.
- Serve as project manager for team initiatives, which includes developing work plans and timelines, tracking deliverables, coordinating with process partners, and ensuring success.
- Develop and initiate ways to improve all Investigations Team processes, forms, and procedures, and establish quality controls for team operations to ensure efficiency; engage in regular review and necessary updating of the same.
- Identify, compile, select, and organize documents and exhibits during investigations for interviews; track such documents and materials for eventual production to the parties, for hearings, and for records retention; ensure appropriate evidence is shared with the parties and for hearings.
- Manage all complex scheduling tasks for investigations, provide scheduling support for the Director and Managers, and assist with key administrative tasks as requested.
- Independently assess all incoming communications and respond to each communication with the appropriate information, and assign the matter to the appropriate team member based on their understanding of the situation presented.
- Provide outside counsel and the Attorney General's Office with any necessary information to support their litigation, including the identification and production of investigative files and other documents as needed.
- Oversee the production of all records and discovery requests made to the Investigations Team, including from public records, outside counsel, Claims, and the Attorney General's Office; this includes evaluating the request with the Investigators to identify and locate responsive documents and to produce those documents.
- Manages and / or oversees the organization of program information to facilitate workflow and ensure compliance with best data management practices.
- Provide technical and operational support to the Director of Investigations & Support, Manager of Investigations, and Investigators in the overall management of investigations.
- Coordinate the administrative elements of the employee appeal process related to Executive Order No. 81 investigations (General Procedures) and hearings (Title IX Procedures).
Data and Information Generation, Tracking, and Organization
Manage data gathering and record-keeping requirements & retention protocols with the Investigation Office. Responsible for ensuring data integrity needs are met through database oversight, including data review and auditing.Create, manage, and maintain case files for investigations, ensuring privacy and the complete and accurate collection of records.Audit information and records entry into relevant databases.Apply independent judgment in determining what data needs to be generated and generates that data for senior and executive leaders to support programmatic goals and decision-making.Assess, track, and monitor all applicable document holds, including litigation and claims holds.Manage records retention protocols and schedules for compliance functions within the Investigations Team.Special Projects
Drive effective and frequent communication and collaboration across the University to accomplish any strategic goals and further the mission of CRC.Establish and maintain a strong network of working relationships across the University, including administration, units, faculty, staff, and students.Autonomously manage multiple projects with varying timelines, resources, and priorities.Identify and execute special projects as needed and as may be assigned by Director of Investigations & Support.Other general technical and administrative support, duties, and projects as assigned.Requirements
Bachelor's degree and 3 years of accumulated professional experience.Understanding of technology and systems such as databases, spreadsheets, word processing, Outlook, and desire to learn new systems or software to help improve workflow.Skill in exercising independent judgment, problem-solving and decision-making, and working under minimal supervision to organize and prioritize competing deadlines.Strong customer service orientation and ability to provide efficient response to time-sensitive requests.Project and data management expertise and experience.Self-motivated and focused while demonstrating a positive demeanor.Demonstrated ability to collaborate and work well with people throughout all levels of an organization.Outstanding oral communication skills.Excellent written communication skills, with special attention to spelling and grammar.Expertise in following administrative procedures and compliance requirements.Ability to exercise sound judgment in making decisions.Demonstrated ability to carry out responsibilities effectively while maintaining a high level of discretion and confidentiality.High-level of diplomacy and tact.Ability to maintain high-quality, accurate work while working in a high-pressure environment with tight deadlines.Meticulous organization skills and ability to track and manage details.Desired
Experience managing projects.A working knowledge of higher education administration.Experience and training in document management.A paralegal degree, work in a legal setting, knowledge of legal terminology, and / or legal / administrative procedure.Demonstrated commitment to serving a diverse population with competence and cultural sensitivity.Compensation, Benefits and Position Details
