Assistant City Manager
The City of Pismo Beach, renowned for its picturesque coastline and exceptional quality of life, is looking for a dynamic and forward-thinking professional to step into the role of Assistant City Manager. This is a key leadership position for a strong operational manager and strategic thinker who thrives in a collaborative, high-performance environment.
Working directly with the City Manager, the ACM will take a lead role in overseeing the City Manager's Office, while also providing strategic direction and administrative oversight for the Public Works Department, Community Development Department, and the Fire Services contract. In addition, the ACM will serve as the City's Public Information Officer, leading communication efforts to ensure consistent, transparent, and effective messaging with the public, media, and City staff.
The ACM will have four direct reports : two department directors (Public Works and Community Development), and two City Manager's Office staff members (the City Clerk and the Human Resources Officer).

The Assistant City Manager plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the City Manager's Office including city-wide services of customer service, public outreach efforts, public information, including disaster communication and social media, records management, City Clerk functions, personnel, and risk management. Coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the City Manager in areas of expertise; and performs related work as required.

Serves as Acting City Manager in City Manager's absence.Serves as the Personnel Officer for routine matters.Manages and oversees the Major Project Committee for the City to ensure coordination, communication, and efficiency of capital projects and other major city initiatives.Assumes full management responsibility for all City Manager's Office programs, services, and activities, including customer service, public outreach efforts, public information including disaster communication, and social media, records management, City Clerk functions, personnel, and risk management.Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the department; establishes, within City policy, appropriate budget, service, and staffing levels.Plans, directs, and coordinates the City Manager's Office work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.Manages and participates in the development and administration of the department's annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees on performance issues; implements discipline and termination procedures; responds to staff questions and concerns.Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs; identifies opportunities for improvement; directs the implementation of change.Plans, manages, and oversees the daily functions, operations, and activities of several human resources programs, including recruitment and selection, job analysis and classification, compensation, employee training and development, benefits administration, workers' compensation, and labor and employee relations.Represents the City Manager's Office to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; negotiates and resolves significant and controversial issues.Develops, manages, and oversees sound recruitment, testing, and selection processes, including evaluating recruitment materials and sources, administering all phases of the examination process, and assisting hiring departments with the employee selection process; develops and implements background investigative policies and procedures and oversees and conducts background investigations; ensures equal employment opportunity and affirmative action for all candidates.Manages job analysis and classification studies of new and existing positions; designs and writes new and modifies existing classification specifications as appropriate; conducts compensation studies for new and existing positions as well as periodically, determines appropriate internal and external comparators, makes recommendations, and participates in the development, implementation, and administration of compensation strategies and programs, and classification plans; responds to external compensation surveys.Manages the administration of the City's multi-tiered employee benefits programs, including plans such as retirement, health, life, dental, vision, long-term disability, employee assistance program, Consolidated Omnibus Budget Reconciliation Act (COBRA), and leave of absence programs; acts as liaison to various third-party benefits administrators and health carriers; schedules and conducts new employee orientations; conducts City-wide open enrollment for benefits; prepares open enrollment benefit materials and literature.Oversees the City's training activities, including Occupational Health and Safety Administration (OSHA) compliance, safety, and staff development; identifies training needs and ensures that the City's needs and expectations are addressed.Oversees the City's risk management functions, including management of the liability claims program; confer with legal staff regarding legal aspects of potential liability on claims litigation; consults with City departments and provides recommendations on risk management problems; maintains and analyzes cost and loss histories; chairs the Citywide Safety Committee; ensures that City contracts, leases and purchase documents are reviewed for proper hold-harmless clauses, insurance provisions and other conditions that could cause loss or exposure to loss.Oversees the workers' compensation claims management function including : processes insurance claims submitted; monitors accepted claims prior to closure; provides information to claimants, attorneys, and workers' compensation carrier; assists employees in resolving issues related to workers' compensation, safety, and health;
