Dispute Resolution Manager

Are you a collaborative leader with a passion for alternative dispute resolution and public service? The Arizona Superior Court in Pima County is seeking a Dispute Resolution Manager to lead a dynamic team dedicated to supporting children and families through mediation and court-connected services. This is a unique opportunity to shape program strategy, supervise professional staff, and work closely with judicial officers and community partners to make a meaningful impact in the lives of those we serve.

Hiring Range : $68,931.20 - $75,816.00

Range Explanation : Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Under the direction of the Director of Court, Children, and Family Services Division, the incumbent supervises the Dispute Resolution Program's services, personnel, operations, administration, and activities in the achievement of Pima County Juvenile Court's mission, vision, and values.

This is a classified position that reports to the Division Director, Children & Family Services. This position performs duties under limited supervision and has supervisory responsibilities for professional and support employees in the Dispute Resolution Department.

Minimum Qualifications : A Master's Degree from an accredited college or university; AND two years of professional administrative experience, with at least one year of supervision or leadership experience. OR any equivalent combination of experience, training and / or education approved by Human Resources.

Preference may be given to candidates with a current United States license to practice law; a Juris Doctorate (JD) from an accredited College or University; AND / OR, at least two years of experience conducting mediation.

Essential Duties & Functions :

  • Under the direction of the Director, leads, coordinates, and oversees the development, implementation, and administration of the goals, objectives, policies, procedures, work standards, services, and activities for the Dispute Resolution Program.
  • Essential member of the Division Leadership Team. Participates in the planning, implementation, and achievement of Division goals, objectives, programs, and services and works closely with Judicial staff in establishing and maintaining Department goals and staying apprised of changes to legal authority related to mediation and the legal practice at the Juvenile Court.
  • Oversees the daily operations of the Dispute Resolution Program.
  • Supervises and evaluates the recruitment, selection, training, goal setting, work, and performance evaluation of Dispute Resolution Program staff.
  • Identifies program development requirements, establishes goals, creates, and implements strategic plans.
  • Develops, organizes, implements, and monitors policies and procedures according to Arizona Revised Statutes, Juvenile Court Rules, departmental requirements, and other mandates.
  • Receives, compiles, and analyzes reports to evaluate the efficiency and effectiveness of the Dispute Resolution Program in support of court-wide objectives.
  • Performs statistical analysis, evaluates results, and prepares management reports, summary reports, and other informational documents requested by division and court administration.
  • Prepares and delivers clear, concise, and effective written and oral presentations.
  • Leads the program in the development of new operating procedures and changes to master files, documents, and forms for the Dispute Resolution Program.
  • Develops, maintains and updates operations manuals for program staff.
  • Leads regular team and individual meetings with the program staff.
  • Collaborates with, builds working partnerships with, and assists in training opportunities for community leaders, government officials, court staff, attorneys, professionals, other agencies, and community groups to manage the program, coordinate program services, address program issues, promote public safety, and improve the lives of children and their families.
  • Serves on various committees or working groups.

Additional Responsibilities / Duties :

  • Develop, monitor, and administer budgets and expenditures as assigned.
  • Monitors unit computer and data management systems and recommends and assists in the development of software updates, changes, and equipment needs.
  • Attends professional conferences / trainings as assigned.
  • Participates in and / or leads Division and court-wide projects as assigned.
  • Performs other duties and related projects as assigned.
  • Knowledge, Skills, and Abilities :

    Knowledge of :

  • The principles, practices, methods and techniques of effective program administration and management.
  • Applicable federal, state, and local laws, rules, and regulations governing the judiciary, dispute resolution, dependency, severance, and adoptions proceedings.
  • Dispute resolution processes and methods.
  • Court structures and organizations, functions, performance measures, and services.
  • Strategic planning principles and practices
  • Accounting, mathematics and statistical methods and procedures.
  • Skill in and ability to :

  • Plan, organize and direct large complex administrative services.
  • Analyze and interpret operational efficiencies, difficult program and organizational problems, and present solutions clearly and concisely.
  • Analyze and implement requirements.
  • Conduct mediation and other dispute resolution processes.
  • Legal research and analysis.
  • Communicate effectively with staff employees, court administration and management, judges, government and community agency representatives, community leaders, administrative office of the court officials, and the general public.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships with others.
  • Proficient skills to operate a computer and work with Microsoft office software to include outlook, word, excel spreadsheets and electronic databases.
  • Work with and maintain confidentiality of court related information.
  • Work independently and under pressure.
  • Licenses and Certificates : None required.

    Physical / Sensory Items : Typically performs duties in an office environment and may lift up to 20 pounds.
