Responsible for the clinical and administrative operations of the program. Directs compliance and content with OASAS guidelines and Success & Seek Counseling policies. Monitors agency census to ensure operating efficiencies are achieved.
Specific Knowledge & Skills
- Extensive experience in the field of Harm Reduction
- Continuing knowledge of OASAS Regulations governing Part 822 CD Medically Supervised Outpatient programs
- Knowledge of personnel management
- Knowledge of Medicaid program
- Knowledge of Evidence-Based Practices (EBP) and the ability to train staff on effective EBP use
- Ability to communicate effectively with referring agencies
- Ability to communicate effectively with staff
- Ability to network with other agencies to share information / knowledge
- Strong financial and operational acumen in a behavioral health / substance use disorder setting
- Data-driven mindset : ability to interpret program metrics and implement improvements
- Proven leadership and team-building skills in a clinical environment
- Excellent oral and written communication skills, including with referral sources and regulatory agencies
- Deep understanding of substance use disorder treatment best practices, OASAS Part 822, Medicaid, and payer billing
- Experience with EMR systems, data reporting, and utilization review processes
- Cultural competency and ability to work effectively with diverse client populations and community partners

Provide clinical supervision and oversight for substance abuse counselors when the designated supervisor is unavailableCoordinate activities of the interdisciplinary teamEnsure all clinical documentation is timely and appropriate based on OASAS and SCS & SEEK policies and proceduresReview and approve counselor schedules weeklyCommunicate with all referral agencies to enhance relationshipsMaintain relationships with all referral agenciesReview Medicaid and / or other insurance eligibility of clientsConduct chart audits to ensure compliance with OASAS CD Part 822 regulationsEnsure Utilization Review is completed quarterlyComplete staff evaluationsParticipate in planning and goal setting for the agencyConduct potential staff interviews and make hiring recommendationsParticipate in agency strategic planning and identify new business opportunities or service expansionsDevelop and implement short- and long-term goals for the program, focusing on census growth, retention, and quality improvementMonitor program performance metrics (client outcomes, retention, productivity) and implement data-driven improvementsAssist in the development and monitoring of the program budget, including revenue forecasting and expense managementEnsure documentation supports billing and payer compliance; monitor staff productivity and efficiencySupervise staff orientation, training, and ongoing professional developmentImplement and monitor quality improvement initiatives and corrective action plansReview and update policies and procedures to ensure compliance with regulatory and accreditation standardsRepresent the organization at community meetings, coalitions, and advisory boards; strengthen referral partnershipsCollaborate with other departments to ensure integrated care, including medical, peer support, and external service providersOversee intake, assessment, and discharge processes to ensure timely access to servicesPrepare and submit reports to the CEO / Executive Director, funders, and regulators as requiredEnsure compliance with confidentiality and privacy laws, including HIPAA and 42 CFR Part 2Manage program risk and ensure staff are trained on crisis and emergency proceduresParticipate in leadership and management team meetings, providing timely and accurate updatesReports to : CEO / Executive Director
