The City of Pasadena's Public Works Department is seeking an experienced Engineer (Civil) to join the Stormwater Section within the Engineering Division.

This position will manage the planning, design, and implementation of stormwater capital improvement projects that advance the City's water quality, climate resilience, and regulatory compliance goals. The ideal candidate will demonstrate technical expertise in hydrology and hydraulics, stormwater treatment design, pollutant loading analysis, and water quality modeling, and have a strong understanding of the Safe, Clean Water Program (Measure W) and other state and regional grant programs.

Projects may include the design and construction of green infrastructure, infiltration and capture systems, storm drain improvements, and multi-benefit park retrofits that integrate stormwater management with community enhancements.

IDEAL CANDIDATE

The ideal candidate will possess a strong technical foundation in hydrology and hydraulics, water quality modeling, and stormwater infrastructure design, paired with the ability to manage complex, grant-funded municipal projects from concept through construction. This person will demonstrate a strong work ethic, excellent communication and writing skills, negotiation and decision-making skills, and the ability to multi-task and solve problems.

Essential Functions

The key responsibilities of this position are listed below. For more detailed information, please review the

  • Managing and coordinating consultant teams for the design of stormwater and green-infrastructure capital projects.
  • Reviewing and guiding plans, specifications, hydrology / hydraulics reports, and water-quality analyses for accuracy, compliance, and constructability.
  • Overseeing construction management activities to ensure projects are delivered safely, on schedule, and in accordance with design intent.
  • Performing or reviewing technical analyses related to hydrology, hydraulics, pollutant loading, and project performance modeling.
  • Developing in-house designs for smaller distributed or LID projects such as median and parkway enhancements, bioretention, and localized drainage improvements.
  • Preparing and administering Requests for Proposals (RFPs), consultant contracts, budgets, schedules, and progress reports.
  • Coordinating with LA County Flood Control District and partner agencies on WMMS model updates, pollutant-load tracking, and watershed-level compliance.
  • Preparing environmental documentation and securing permits and approvals (CEQA, EPIC-LA, USACE 404 / 408, RWQCB 401, AB 52).
  • Supervising, mentoring, and evaluating assigned professional or technical staff.
  • Reports to and acts in the absence of the Storm Water Program Administrator and representing the City at meetings with agencies, consultants, and community stakeholders.

  • EDUCATION AND EXPERIENCE

  • Bachelor's degree in Civil or Water Resources Engineering; and
  • Three (3) years of professional experience in stormwater capture, surface water, or water-infrastructure design and construction management; and
  • Possession of a valid Certificate of Registration as a Professional Engineer (Civil) issued by the State of California
  • Desired Qualifications (Initial Screening at this level) :

  • Demonstrated experience designing and managing stormwater capture, infiltration, and green infrastructure projects, both consultant-led and City-designed.
  • Experience with LA County WMMS for pollutant loading analysis and compliance tracking.
  • Proficiency in AutoCAD and hydrologic / hydraulic modeling software such as SWMM or HEC-RAS.
  • Knowledge of environmental permitting and CEQA compliance, including USACE 404 / 408, RWQCB 401, EPIC-LA, and AB 52.
  • Experience preparing grant applications, funding reports, and technical presentations for Measure W and other regional programs.
  • Ability to represent the City professionally at local, regional, and national technical conferences and forums.
  • Familiarity with multi-benefit stormwater project design integrating water capture with parks, habitat, and community amenities
  • SELECTION PROCESS

    The selection process will consist of application evaluation, an oral panel interview, and a department-level interview.

    VACANCY INFORMATION

    There is currently one full-time vacancy in the Stormwater Section of the Engineering Division within the Public Works Department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future. Candidates selected for this position are subject to a one-year probationary work period.

    Special Requirements

    Must possess a valid Certificate of Registration as a Professional Engineer issued by the State of California.

    Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.

    Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.

    Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.

    All employees are required to pay the full employee contribution to CalPERS.
