The City is seeking an experienced Human Resources Manager to oversee the full range of HR functions and support our dedicated team of employees who serve the residents of Vineyard.

About the Role

As the Human Resources Manager , you'll serve as both a strategic partner and a hands-on problem solver. This position oversees all aspects of human resources - including recruitment and retention, compensation and classification, employee engagement, benefits, performance management, and workplace culture.

You'll work closely with the City Manager and leadership team to support an exceptional group of approximately 50 full-time and part-time employees who take pride in serving their community. The ideal candidate will enjoy wearing many hats, modernizing processes, and helping employees grow in a supportive and transparent environment.

What You'll Do

• Manage all aspects of the City's human resource operations, including recruitment, onboarding, compensation, and performance management.
• Advise and support department directors and supervisors on employee relations matters, disciplinary procedures, and policy interpretation.
• Oversee benefit programs and coordinate with providers to ensure compliance and cost efficiency.
• Lead updates to personnel policies, job descriptions, and compensation schedules.
• Coordinate citywide performance evaluations and employee development programs.
• Oversee risk management, workers' compensation, and safety programs in coordination with the Utah Local Governments Trust.
• Administer and process payroll on the HR side, including reimbursements, timesheets, personnel changes and benefit contributions.
• Participate in City management team meetings and contribute to policy and budget discussions related to personnel.
