Job description

Job Title

The purpose of this classification is to supervise and participate in manual labor tasks associated with construction projects for repair and installation of City infrastructure within any assigned department and to assist with maintenance efforts of the same.

Essential Functions

The following duties are normal for this classification. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Specific duties listed may not be required for all positions within this classification but are determined by the normal requirements for the particular position.

Oversees and supervises a medium sized work crew primarily engaged in construction, fabrication, and installation of City infrastructure. May direct and participate in moderate sized installation and fabrication projects.

Ensures staff are aware of and follow all City safety policies and procedures. Ensures on-the-job hazards are mitigated and staff have and are wearing the proper personal protective equipment. Consults with the Safety Director to ensure proper safety training is provided to staff and when a question arises involving mitigating safety hazards.

Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals

Foster positive attitudes within the crew members toward work and interpersonal interactions with others. Reviews timecards to ensure the accuracy of timekeeping records. Ensures that each crew member's work effort is appropriated to support completion of job to expected schedule.

Formulates a work plan to accomplish assigned tasks efficiently and safely based on available personnel and equipment; assigns tasks to crews and workers; obtains equipment, tools, and materials required for the project.

Trains and assists staff in performing manual work functions associated with construction projects for the installation of City infrastructure and the maintenance and repair of same.

Inspects work sites and ensures use of safety equipment; observes condition of workers' health and welfare; ensures traffic-warning signs are properly placed and flag persons are in place with proper safety attire.

Transports, loads and unloads equipment and materials used in projects.

Inspects all equipment to ensure safe and proper operating condition prior to use; inventories equipment, materials, and supplies; ensures tools and equipment remain clean and in good working order.

Performs and / or oversees preventative maintenance tasks including cleaning and servicing trucks and equipment; reports faulty equipment and broken tools for repair or replacement.

Inspects individuals' work and assigned projects upon completion to ensure standards are met.

Prepares and / or receives forms, reports, work orders, or other documentation; completes, processes, and / or forwards as appropriate; maintains records.

Communicates via telephone and / or two-way radio; provides information; takes and relays messages; responds to requests for service.

Responds to requests for information from employees, officials, the public or other individuals.

Maintains inventory and related files; orders materials; prepares budget recommendation.

Recommends policies and procedures that guide and support the provision of quality services by the Human Resources Department.

Incorporates continuous quality improvement principles in day-to-day activities.

Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner.

Must meet regular attendance requirements.

Must be able to maintain good interpersonal relationships with staff, co-workers, and managers.

Other duties if assigned to Public Works Department :

Installing storm drainage structures and pipelines

Reads engineering and / or construction plans; uses surveying equipment to set and check grades of pipe and ditches; sets up and uses a pipe laying laser.

Set forms, pour and finish concrete for construction of City infrastructure, including but not limited to sidewalks, curb & gutter, storm drain boxes, inlets, lids, flumes, headways, foundations, ADA access ramps,

Install fencing, demolish structures, lay bricks for walkways and structures

Supervise crew's effort during severe weather response, flooding conditions, to include clearing clogged storm infrastructure, assist with other debris removal as necessary work functions to include but are not limited to maintaining open and closed storm drainage infrastructure, cutting and clearing ditches of high grass, debris, and sediment, performing storm drainpipe repair, which may require enter storm drainpipes via manholes or inflow / outflow points.

Performing asphalt repairs, to include patching potholes, saw-cutting for sever roadway cracking, or other forms of deterioration.

Performing roadway shoulder repairs

Other duties if assigned to Water and Sewer Department :

Has the ability to read, comprehend and apply engineering and / or construction blue-pints, plans and specifications

Formulates a work plan to accomplish assigned tasks efficiently and safely based on available personnel and equipment; assigns tasks to workers; obtains equipment, tools, and materials required for the project.

Supervises and participates in installation of water distribution mains, lines, fire hydrants, meters valves, and water & sewer infrastructure, digging trenches, and locating utilities.

Supervises and participates in repair and maintenance of water distribution mains, lines, fire hydrants, meters valves and water & sewer infrastructure,

Supervises and participates in the performance of preventive maintenance functions associated with water distribution mains, lines, fire hydrants, meters, valves and water & sewer infrastructure,

Demonstrates the ability to set up and use equipment related to water distribution repair and maintenance and water & sewer infrastructure repair and maintenance.

Locates, maps and measures new and existing water mains valves and water & sewer infrastructure, performs tests, and maintains related records and reliable maps.

Utilizes and maintains computerized maintenance management software program; writes work orders for repairs and preventive maintenance tasks; monitors status of work orders; manages computerized parts inventories; tracks computer data pertaining to purchases, equipment histories, equipment costs, parts vendors, labor use, and other activities.

Performs other related duties as required.

Minimum Qualifications

High school diploma or GED required; five years of progressively responsible experience in construction, maintenance, and operating related equipment or a related field. Supervisory experience required. Must possess and maintain a valid driver's license. Must obtain and maintain a Commercial Driver's License (CDL) (Class B if assigned to Water & Sewer) (Class A if assigned to Public Works) within twelve months of employment. If assigned to the Water and Sewer Department, must obtain and maintain Grade I or Grade II Water or Grade IC, Grade I, or Grade II Wastewater Operator License with exam passed within one year of date of hire or assignment and license in possession within eighteen months. This job classification is considered to be safety-sensitive and is subject to pre-employment and random drug screens.

PHYSICAL REQUIREMENTS : Must be able to operate a variety of automated office equipment including computer, calculator, photocopier, telephone, and medium to heavy construction equipment such as boring machine, boom truck, backhoe, pipe saw, chain saw, hydraulic pipe cutters, pumps, pipe locator, valve box locator, service truck, crane truck, dump truck, shovel, pick, sledge hammer, Post hole digger, air compressor, axes, rake, tapping machine, tamp, two-way radio, drafting instruments, measuring wheel and tape, mechanics tools and construction tools. Physical demand requirements are at levels of those for very heavy work.

DATA COMPREHENSION : Requires the ability to compare and / or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include maps, forms, blueprints, procedural manuals and operational manuals.

INTERPERSONAL COMMUNICATION : Requires the ability to speak with and / or signal people to convey or exchange construction, technical, mechanical, and personnel related information, including giving / receiving assignments and / or directions to / from co-workers, assistants, managers, or supervisors as well as communicating with the general public.

LANGUAGE ABILITY : Requires ability to read a variety of informational, mechanical, construction, technical, and personnel related documentation, directions, instructions, and methods and procedures. Requires the ability to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
