Job description

Reporting directly to the Chief Executive Officer (CEO), the Chief Operating Officer (COO) provides executive leadership and operational oversight for a broad portfolio of ancillary and support services. The COO is responsible for ensuring operational excellence, regulatory compliance, fiscal stewardship, and strategic alignment across assigned departments.

Responsibilities:

  • Leads directors and managers, evaluates existing services on an ongoing basis, and develops new programs as organizational and community needs emerge.
  • Provides direction and oversight of the direct day to day operations, operations of the Quality department, a number of ancillary departments and the Ambulatory Care Center.
  • Serves as the senior executive responsible for hospital operations, clinical integration, quality outcomes, patient safety, regulatory compliance, operational efficiency, and strategic execution.
  • Collaborates with the President & CEO, Medical Staff, Governing Board, and executive leadership team to ensure the delivery of safe, high-quality, patient-centered care while achieving organizational, financial, and strategic objectives. He/ She will collaborate with other members of the executive leadership to ensure that all areas of the Hospital are working collectively to ensure that the hospital runs efficiently and effectively.
  • Partners with the CEO and Senior Leadership Team to develop and execute strategic initiatives that advance the hospital’s mission, operational performance, financial sustainability, growth objectives, and community impact. Provides executive leadership for organizational strategic planning efforts and supports the execution of key system-wide priorities.
  • Plan, develop, organize, implement, direct, and evaluate the hospital’s quality improvement and compliance functions and performance.
  • Participate in the development of the hospital’s plans and programs as a strategic partner.
  • Oversee the implementation of systems to identify and access quality improvement and compliance throughout the hospital.
  • Ensure that the operations of the departments under his supervision follow the respective City, State, Federal laws and applicable regulatory bodies.
  • Collaborate with Chief Nursing Officer, Chief Medical Officer, and Medical Staff leadership to ensure that patient care meets national quality standards.
  • Coordinate resources to ensure the ongoing effectiveness and efficiency of operations.
  • Implement and operate retaliation-free reporting system, including an anonymous telephone reporting system available to all hospital employees, volunteers, contractors, and affiliated providers.
  • Provide input and/or direction to Human Resources policies and procedures, performance appraisal and incentive programs.
  • Coordinate as appropriate with outside legal counsel, conducting or authorizing and overseeing investigations of matters that merit investigating.
  • Oversee follow-up and, as applicable, resolution to investigations and other issues in collaboration with the appropriate senior leaders.
  • Work with executive leadership to provide adequate information to employees in order to ensure staff will have the requisite information and knowledge of regulatory issues and the requirements needed to carry out their responsibilities in a lawful and ethical manner.
  • Serve as an advisor and administrative liaison to several hospital-wide committees.
  • Control operating costs and expenditures along with other officers of the hospital.
  • Organize and direct the preparation of the departmental annual operating and capital budgets.
  • Supervise Quality Management staff.
  • Enhance and/or develop, implement and enforce policies of the hospital by way of systems that will improve the overall operation and effectiveness of the hospital.
  • Participate in continual improvement through education of department managers/supervisors with regards to their departments.
  • Develop productive working relationships with all management.
  • Submit compliance report to the Ethics and Values Audit Committee including developing appropriate agendas, reports, and information as directed from time to time by the committee.
  • Present periodic and annual reports on the Quality compliance to the Board of Trustees.
  • Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
  • At the request of the CEO report to the Board of Trustees regarding quality and operational issues.
  • Perform other related duties as may be deemed necessary for the effective and efficient function of the department.

Education and Experience:

  • Master’s Degree in Healthcare Administration, Nursing, Business Administration, Public Health, or related field required.
  • Doctorate degree in Healthcare Administration or related field preferred
  • RN License strongly preferred.
  • Minimum 10 years of progressive healthcare leadership experience.
  • Minimum 5 years of senior executive experience.
  • Demonstrated oversight of hospital operations.
  • Demonstrated quality and patient safety leadership.
  • Experience in safety-net hospitals strongly preferred.
  • Successful Joint Commission and CMS survey experience.
