Organization Overview:

Minnesota Assistance Council for Veterans (MACV) is a statewide nonprofit organization with a mission to end Veteran homelessness in Minnesota. MACV provides comprehensive programs in the areas of housing, employment, and legal services to support Veterans and their families throughout Minnesota who are homeless or at risk of homelessness. MACV operates a budget of over $15 million annually and has a team of approximately 120 employees throughout Minnesota. The organization has office locations throughout the state, with administrative functions centralized within a headquarters office based in St. Paul.

Position Overview:

The Justice Involved Veterans (JIV) Program Manager will develop, improve, and expand the network of services for Justice Involved Veteran clients, to overcome justice involvement barriers and achieve housing stability. Expansion of the Justice Involved Veterans Program and development of relationships with federal, state, and county correctional facilities, correctional agencies, treatment court teams, and other community service providers is key to driving equitable solutions to homelessness for Veterans. The Justice Involved Veterans Program Manager shall perform these responsibilities that contribute to the MACV mission to “End Veteran Homelessness” in Minnesota, and to do so in ways that aspire to programmatic and administrative excellence.


Primary Duties and Responsibilities:

  • Lead the strategic growth, implementation, and evaluation of the Justice Involved Veterans (JIV) Program.
  • Identify, develop, and refine program processes, best-practice standards, and outcome measures that support effective service delivery for justice-impacted Veterans.
  • Build and implement systems for tracking program impact, performance outcomes, and long-term program sustainability.
  • Pilot new program tools, case management workflows, and internal tracking systems to improve data quality, referral coordination, and outcome reporting.
  • Maintain ongoing assessment of needs within the justice-impacted Veteran population to inform program planning and future development.
  • Provide supervision, guidance, professional development, and accountability to JIV Case Managers and program personnel.
  • Facilitate team meetings, case consultations, and workflow coordination to ensure efficiency, quality service delivery, and alignment with agency goals.
  • Support onboarding, training, and mentoring of new JIV staff, MACV staff, community partners, or volunteers, as assigned.
  • Strengthen and expand formal relationships with Federal, State, Tribal, and County correctional systems; act as primary liaison for the JIV program.
  • Build collaborative partnerships with Veteran-specific and non-Veteran community organizations, service providers, re-entry programs, courts, corrections staff, and other justice-oriented stakeholders.
  • Identify key contacts within institutions and the community to increase communication, referral networks, and coordinated case planning.
  • Promote equitable access to housing, treatment, and community resources for Veterans exiting incarceration or navigating justice involvement.
  • Advocate for policies, practices, and system improvements that reduce homelessness and barriers to stability for justice-impacted Veterans.
  • Serve as subject-matter resource internally and externally regarding reentry challenges, community supervision challenges, justice-related housing barriers, program eligibility, and risk-reduction strategies.
  • Develop and deliver presentations, program overviews, and educational materials for MACV staff, correctional facilities, community partners, task forces, and multi-disciplinary audiences.
  • Represent MACV at conferences, summits, trainings, and stakeholder meetings to elevate awareness of JIV needs, data, and solutions.
  • Provide consultation and technical assistance to partners seeking to better support justice-involved Veterans.
  • Screen, triage, and assign internal and external referrals for JIV case management and re-entry support.
  • Collaborate with VA Healthcare for Re-entry Veterans (HCRV), VA Veterans Justice Outreach (VJO), MDVA Justice Outreach, County Veterans Service Office (CVSO) and other re-entry partners while providing oversight of discharge planning, release-planning, and case reviews.
  • Attend Homeless Veteran Registry (HVR) meetings to proactively identify Veterans whose justice involvement may create barriers to housing stability and connect them with JIV services as appropriate. Screen out or provide light touch support as appropriate.
  • Assist with prospecting and applying for new funding streams to support the program.
  • Maintain program continuity, staffing structure, and caseload oversight during periods of staffing transition or program growth.
  • Perform other duties and administrative tasks as assigned to support program operations and the organizations mission.
Requirements

Key Skills and Other Characteristics:

  • Bachelor’s degree or higher preferred with an emphasis on restorative justice, Second Chance initiatives, or Social Work, or a combination of relative education and experience
  • Experience and knowledge of judicial, correctional, and community supervision conditions from a restorative justice standpoint, and veteran services within the State of Minnesota.
  • A broad understanding of the barriers involved when a Veteran reenters the community from incarceration.
  • Demonstrate ability to collaborate with others effectively; to manage conflict; to participate as a team member; and to give and accept criticism constructively.
  • Comfort and/or experience working with diverse individuals of all backgrounds, including veterans charged or convicted of serious criminal offenses; to include violent crimes and sexual offenses.
  • Ability to produce effective case notes and communicate verbally and in writing with outside agencies.
  • Have a high regard and ability to meet schedules and timelines; demonstrate excellent ability to work independently and in group settings.
  • Share MACV’s social justice vision to serve high barrier Veterans and to provide service in a way that aspires to standards of administrative and programmatic excellence.
  • Have the ability to travel to correctional facilities, as needed.
  • Be able to pass a background check that will permit entry into correctional facilities.
