Minimum Education and Experience Requirements : High School graduate or equivalent and two-year degree in human service field; OR two years experience working in housing and / or human services field; OR equivalent combination of education / training / experience. Must be able to pass a criminal background check.

Certification : Valid MN Class D drivers license or equivalent and vehicle to carry out assignments.
Job Summary : Under the supervision of the Housing Director, provides for the efficient operation of the agencys voucher programs.
Essential Job Functions
An employee in this position may be called upon to do any or all of the following essential duties :
- Ensure the efficient and successful operation of the Agencys Housing Choice Voucher program, Bridges Program, and other voucher programs.
- Assist with monitoring program utilization, conduct client interviews, briefings, intake functions and lease-up process.
- Responsible to comprehend, interpret and implement HUD rules and regulations and ensure compliance with Federal, State and local policies.
- Maintain required databases for various voucher programs.
- Effectively represent the HRA with various Federal, State and local agencies.
- Establish preliminary eligibility for program participants.
- Assist with issuing vouchers and conducting briefings.
- Maintain and monitor waiting list; assist in pulling names from waitlist for processing.
- Create packet of verifications and signature forms required for new admissions, annul re-certifications, and interims.
- Process verifications and rent calculations.
- Assist with tenant portability under Housing Choice Voucher.
- Assist with Utility Allowance Survey, Payment Standard review and Rent Reasonableness Survey.
- Assist with completing lease up paperwork and forms.
- Assist with tracking reasonable accommodations.
- Conduct HQS / NSPIRE Inspections.
- Assist with fraud investigation.
- Maintain tenant and applicant files according to file retention schedule.
- Assist in working with current and new landlords to inform about the aspects of the various vouchers programs.
- Assist with following up on violations and program terminations.
- Assist with EIV monitoring and reports.
- Assists with tracking income targeting.
- Provide information and refer individuals making inquiries regarding HRA programs.
- Attend various staff meetings and other required meetings.
- Assist in policy development for Housing Choice Voucher, Bridges, and other voucher programs.
- Assist with submitting grant renewals and progress reports for various programs.
- Work with and maintain contacts with vendors and other agencies.
- Provide information to Executive Director, Housing Director, and HRA Board.
- Assist with daily office functions.
- Act as a positive representative of Red Wing HRA.
- Abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the Board.
- Perform other duties as assigned or apparent.

An employee in this class must have the following knowledge, skills, and abilities upon application :
Knowledge
Knowledge of Federal, State and local programs and regulations governing the Housing Choice Voucher program.Knowledge of laws governing eviction and landlord / tenant law.Strong background in computer operations in a variety of programs.Knowledge of MN Government Data Practices Act.Must obtain Housing Choice Voucher Rent Certification within two years of hire.Must obtain the HQS / NSPIRE Inspection Certification within one year of hire.Skills
