Job Summary :
This position is responsible for performing complex Heating, Ventilation, and Air Conditioning (HVAC) and Electrical duties throughout buildings of the Great Plains Tribal Leaders' Health Board (GPTLHB), including the Oyáte Health Center (OHC).
Essential Functions :
- Performs maintenance and repair of electric fixtures, fire alarm systems, secondary distribution lines and circuits.
- Traces and locates electrical defects in motors, fixtures, fire alarm systems, etc.
- Repairs and or replaces such items as electrical motors, wiring systems, electrical heating systems, relays, contactors, regulators, rectifiers, transducers, magnetic door holding devices, staff appliances, furnaces, exhaust fans, and duct boosters.
- Removes, replaces, tightens, splices, solders and insulates defective wiring, controls, equipment, and fixtures such as broken and bare wiring, burned out switches and relays, loose connections and fittings, damaged light fixtures, etc.
- Troubleshoots and repairs emergency switching gear and motor control centers; and, replaces worn or bad switches, relays and outlets.
- Locates broken, worn, damaged or unsafe, fixtures, controls, and equipment through visual checks or with a variety of test equipment such as test lamps and multi-meters.
- Installs or rearranges light fixtures, switches, and outlets.
- Trains the maintenance workforce in the preventive maintenance and servicing of all electrical systems and equipment which includes but not restricted to electric motors for pumps, fans, electrical distribution and service lines, circuit panels and control devices.
- Installs, modifies, monitors, troubleshoots, loads, tests and repairs as necessary, all electrical lines, systems, fixtures, circuits, controls and equipment requiring an electrician's certification.
- Performs basic troubleshooting on controllers of each type of elevator unit and reset elevator systems when necessary.
- Exercise and tests the generators on a monthly basis, logging voltage, current, frequency and hours; and, observes and corrects abnormal operation of switching gear.
- Installs, recognizes the cause of faulty equipment and makes repairs on commercial and industrial refrigeration, air conditioning systems and heating systems of various types.
- Operate and monitor a computerized Building Automation System (BAS) to keep all of the building climates within a specified range; monitors system performance and device failures and provides malfunction alarms (via email and / or text notifications) to building engineering / maintenance staff.
- Maintains systems by checking performance, diagnosing problems, and making necessary repairs or adjustments or by replacing defective parts.
- Troubleshoots entire systems, repairs or replaces fans, pumps, thermostats, humidistats, motors, compressors, valves, gauges, pneumatic and electric controls, filters and other related elements.
- Tests systems for leaks and proper / safe operations, maintains logs relating to equipment, nature of repair, preventative maintenance frequency schedules, etc.
- Properly installs refrigeration and air conditioning systems by positioning compressors, motors, condensers, humidifiers, dehumidifiers, evaporators, heaters, and other components.
- Connects recording and gauging devices, charges refrigeration systems and tests installation for leaks; starts units and adjusts them for proper cut-in and cut-out of refrigerating units, humidifiers, dehumidifiers, heaters, air cleaners, pneumatic air dryers and circulating pumps.
- Adjusts and maintains all HVAC systems for optimum performance.
- Performs carpentry work in the renovation, alteration, and maintenance of buildings, floors, roofs, partitions, doors, windows, and wooden fixtures; installs hardware on doors windows, and furniture; glazes windows and doors.
- Installs new plumbing equipment, fixtures and parts.
- Replaces lamps, ballasts, switches, receptacles, dimmers, etc.
- Repairs and installs plaster and sheetrock; paints interior and exterior surfaces.
- Removes snow and ice from sidewalks, stairs, ramps, and decks.
- Provides direction to contractors performing skilled maintenance and renovation duties.
- Performs all wiring tasks in the installation of electrically controlled devices, i.e., pumps, etc.
- Performs related duties.
Requirements
Knowledge of GPTLHB and OHC safety policies and procedures.Knowledge of facilities maintenance principles and practices.Knowledge of plumbing, electrical, and HVAC maintenance principles.Knowledge of computers and job-related software programs.Knowledge of electrical trade industry testing equipment to install, modify, repair, troubleshoot and test new and existing electrical systems.Knowledge of the refrigeration cycle of a variety of commercial and industrial systemsKnowledge of the principles and theories of air conditioning and refrigeration as they relate to the refrigeration cycle and heat transfer laws.Knowledge of troubleshooting techniques to check out the operating efficiency of the mechanical, electrical, electronic and pneumatic systems for refrigeration and air conditioning equipment.Knowledge of secondary distribution lines and circuits.Knowledge of Uninterrupted Power Supply systems.Ability to read and interpret mechanical blueprints, specifications and technical.Ability to disassemble, repair and reassemble units such as pumps, compressors, chillers, evaporators, condensers and align motors.Ability to use a variety of tools, test equipment and close tolerance measuring devices.Ability to read and understand engineering drawings, building plans, blueprints, wiring diagrams, drawings, specifications, and manuals.Ability to operate, and occasionally adjust 2 Service Unit Emergency Generators.Ability to work independently with little or no supervision.Skill in the provision of customer service.Skill in planning.Skill in reading and interpreting maps and drawings and specifications.Skill in the use of hand and power tools.Skill in problem solving.Skill in interpersonal relations.Skill in oral and written communication.Skill in the use of such office equipment as a computer, scanner, fax machine, and copier.Minimum Qualifications
High school diploma or equivalent, and specialized training in the field of work including college courses, certificate program, apprenticeship, etc.Five (5) years of experience in a similar position, sufficient to understand the major duties of the position.Journeyman certification or licenses in one or more of the following trades as required by the position : Electrician, HVAC Technician, Boiler Operator, Refrigeration Technician, Plumber / Fitter.Possession or ability to readily obtain a valid driver’s license issued by the State of South Dakota with a clean driving record.Must carry the mandatory level of vehicle insurance required by the State of South Dakota.Must successfully pass a criminal and background check, and a pre-employment drug screen.Native American / American Indian Preference in hiring will be applied as defined in title 25 usc 44-46 &474.
