General Position Description :

The Outpatient Director is responsible for the overall administrative and clinical leadership of Phoenix Counseling Center’s outpatient service lines. This includes oversight of all outpatient behavioral health and substance use disorder (SUD) programs, enhanced SUD treatment services, Partial Hospitalization Programs (PHP), and Peer Support Services. The position ensures programs are clinically effective, financially sustainable, and aligned with best practice models. This role also provides oversight of Court Services, ensuring integration and coordination with outpatient and community-based programs.

Essential Duties and Responsibilities :

• Provide leadership, supervision, and support to outpatient program managers and staff.
• Oversee clinical operations to ensure services are evidence-based, person-centered, and compliant with state, federal, and accreditation standards.
• Maintain financial sustainability of outpatient services, including monitoring budgets, productivity, and payer requirements.
• Develop, implement, and monitor program policies and procedures consistent with Phoenix standards and regulatory expectations.
• Ensure productivity and billing expectations are met across all outpatient service lines.
• Monitor and evaluate clinical outcomes to ensure services meet or exceed best practice standards.
• Lead program development and expansion efforts in outpatient, enhanced SUD, PHP, and peer support services.
• Build and maintain strong relationships with referral sources, community partners, and stakeholders to increase visibility and referrals.
• Provide ongoing staff development and training to maintain high-quality care delivery.
• Provide oversight of Court Services, ensuring compliance, collaboration with judicial partners, and effective service delivery.
• Collaborate with Phoenix leadership team to align outpatient services with overall organizational strategy.
