Government Operations Consultant II
This is a Career Service Government Operations Consultant II position working in the Lee County Health Department. Your specific responsibilities include providing operational support to the Community Health programs for the Department of Health in Lee County. The GOC II reports to the Operations & Mgmt. Consultant Mgr.-SES. These functions require the incumbent to be highly motivated and possess the ability to use independent judgment. Responsible for monitoring of services and processes related to billing, clinic flow, clinic scheduling, customer service and program / grant compliance. Adheres to Information Security policies and procedures and key custodian to assigned areas.
The Government Operations Consultant II :
- Ensures client satisfaction by resolving service issues and developing process improvements to prevent recurrences.
- Ensures compliance with Title X requirements.
- Assists with the development of local clinical procedures and protocols, as required, consistent with laws, regulations, policies, and program guidelines.
- Develops training manuals for staff.
- Acts as a liaison between HIM and clinical staff.
- Meets with clinic partners (Quest, LabCorp, Currant, etc.) to discuss any issues and updates affecting clinical operations.
- Manages insulin and epilepsy programs.
- Routes and prioritizes correspondence as received through the reception office.
- Performs research for programs, grants, services etc. as requested.
- Works alongside staff to fill gaps to insure accurate and timely scheduling of appointments, client registration, eligibility determination, and client processing through clinic.
- Clinic Support :
- Consults with clinicians and other patient care personnel regarding optimal clinical operations and the client experience.
- Monitors and directs clinic flow.
- Collaborates with clinic managers in monitoring and analyzing clinic operations and clerical processes, and developing and implementing operational plans, policies, and procedures to improve the performance and efficiency of those operations and processes.
- Monitors clinic stock and inventory (medication / vaccine room and clinic supplies).
- Assists with daily clinic staff schedules and communicates issues to Assistant Community Health Nursing Director.
- Analyzes and resolves problems, creates internal controls for quality assurance and recommends actions for improvement in operations and clinic productivity.
- Proposes solutions to documentation, scheduling, and coding issues in clinic.
- Ensures adequate supply of forms and office supplies are maintained for clinic operations.
- Researches and makes recommendations as requested for purchases to support the operations of the clinic.
- Program Reporting :
- Assists with program reporting and guidelines.
- Stays abreast of programmatic requirements and monitors compliance for the following programs : Presumptive Eligibility for Pregnant Women, Medicaid and Financial Eligibility Determination for clinic services.
- Stays abreast of Accounts Receivable policies, Medicaid / Medicare / Third Party insurance verification processes / requirements, and HMS functions relating to clinic registration and service entry.
- Monitors collections of client fees by clerical staff.
- Prepares documentation and reports from analyzed data to communicate outcome of quality improvement activities, to include the Q-Flow system, FL SHOTS, Merlin, and HMS in collaboration with the Operations and Management Consultant- II and OMC Manager.
- Creates Ad-hoc reports from HMS data.
- Miscellaneous :
- Updates EAR and HMS Personal Health Coding Pamphlets and shares Medical & Billing coding updates.
- Participates in team building and supporting the mission, vision, core values, and goals of FDOH-Lee.
- Participates with other teams as requested and / or desired such as Strategic Planning, Performance Management, and Special Projects etc. to support the organization.
- Attends staff / department meetings as scheduled.
- Completes time sheet and enters EAR data per DOH policies and procedures.
- This position has the responsibility of being the Information Custodian for the Michigan Epilepsy and Insulin Programs information set and will perform related duties as defined in DOHP 50-10.
- This position has the responsibility of being the Alternate Information Custodian for the Pondella Epilepsy and Insulin Program information set and, in the absence of the Information Custodian will perform related duties as defined in DOHP 50-10.
- Performs other duties as assigned.
