Plant Superintendent
Under administrative direction, plans, organizes and provides direction and oversight of all aspects of the District's treatment plant operations, maintenance and compliance programs; assures compliance with all associated local, state, and federal regulations and serves as a Legally Responsible Official of the District and will serve as the Chief Plant Operator for these programs. The Plant Superintendent is responsible for the overall operation, maintenance, and administration of the treatment plant, including managing programs and projects related to regulatory permitting, permit compliance, installation, operation, maintenance, and repair of all treatment plant facilities. The Plant Superintendent ensures that the treatment plant is in compliance with all local, state, and federal regulations; along with providing technical guidance to operations staff and overseeing the day-to-day operations.
Administrative direction is given by the General Manager. General and direct supervision is provided to all plant operations, maintenance, and support staff. The Plant Superintendent oversees and directs all activities of the District's treatment plant operations, maintenance, laboratory, and compliance programs required under local, state, and federal regulatory law. Responsibilities include process control, regulatory compliance, development of policies and / or procedures, capital improvement planning, budgeting, implementation of service contracts, reporting, staff mentoring / training, general organization, recordkeeping, operations, maintenance, repair, laboratory, and staffing recommendations. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and for furthering District goals and objectives within general policy and procedural guidelines.
Examples of duties include developing and directing the implementation of goals, objectives, policies, procedures and work standards for the department; preparing and administering the department's budget; planning, organizing, administering, reviewing and evaluating the work of operations, technical, maintenance and office support staff; providing for the selection, training, professional development and work evaluation of department staff; contributing to the overall quality of the department's service by developing, reviewing and implementing policies and procedures to meet legal requirements and District needs; coordinating activities of staff and the department with those of other District departments and outside agencies; participating in, and providing input for, the District's capital improvement program; conferring with and representing the department and the District in meetings with members of the Board of Directors, various governmental agencies, developers, contractors, business and industrial groups and the public; overseeing the development or update of the District's wastewater plans and programs and other plans related to District infrastructure; prioritizing and allocating available resources; preparing and directing a variety of written correspondence, reports, procedures and other written materials; maintaining and directing the maintenance and integrity of official departmental files; monitoring changes in laws, regulations and technology that may affect departmental operations; providing technical advice to the District's management and the Board of Directors in District treatment plant operations and maintenance matters; representing the District with regulatory agencies; managing multiple and complex reporting programs and projects related to the National Pollutant Discharge Elimination System (NPDES) and Waste Discharge Requirements (WDR) permits and monitoring ensuring timely reporting to regulatory agencies; serving as a technical resource, providing assistance to wastewater operations, including collecting and analyzing appropriate data related to special studies of treatment processes; performing and overseeing sample collection for NPDES compliance and process control; reviewing and evaluating plant control data and reports; working with the Operations staff to make process control adjustments; reviewing plant process problems and recommending corrective actions; investigating new processes and modifications to existing processes to improve performance and reduce operating costs; coordinating the laboratory's quality assurance program to ensure that the program meets the Regional Water Quality Control Board (RWQCB) standards; developing, scheduling and managing sample collection and regulatory monitoring required for the plant process control and permit compliance; evaluating, compiling, and managing laboratory data and records for completion, regulatory compliance, and quality control; developing operations, maintenance, and laboratory standard operating guidelines; overseeing and conducting training to all WRF and associated District staff in WRF operations and treatment process theory, performance, troubleshooting and standards; assisting in performing a variety of studies related to the planning, design, construction, and operation of facilities; assisting with inspection of contract construction projects for conformity with plans and specifications; and performing other duties as assigned.
