The Newtron Group is creating a dedicated position within our home office management team to support our overarching goal of continuous improvement relating to our capabilities in issuing and managing major subcontracts. The Director of Subcontracts is responsible for establishing, developing, and enhancing our organization’s subcontracting program. This role will assist all operations with the front-end work associated with the pre-qualification process, selecting qualified subcontractors, establishing scope and documentation requirements for subcontract RFPs, reviewing subcontractor proposals, negotiating and establishing subcontract terms and conditions (with assistance from the company's legal team), creating preferred and accepted subcontractors, and serving as the SME for operations related to managing existing subcontract relationships. This position is a dual role, and the selected candidate will also assume a more direct management role of major subcontractors in our National Operations.

Our ideal candidate is experienced with vetting and managing major subcontracts. The candidate should have experience in establishing guidelines, best practices, policies, and procedures for the proper solicitation of proposals, bid evaluations, and the management of complex subcontracts. The candidate should be capable of understanding contractual terms and conditions, establishing clear communication and reporting requirements, and possess a basic understanding of legal concepts to minimize liability risks associated with subcontractors.

This person is a self-starter, creative, and a critical thinker. You must be able to work independently as well as in a collaborative, creative, and ever-changing environment that is also ambiguous. The right person for this position will take ownership, display a great deal of initiative, have great business acumen, and demonstrate sound judgment in accordance with our Core Values and Beliefs. This role requires an individual with a professional demeanor and the ability to communicate effectively with our business partners at all levels, including upper management. The candidate should be willing to dedicate a percentage of their time to the field as needed to complete objectives or resolve project issues.

Responsibilities

  • Risk Management : Identify and mitigate potential risks associated with subcontractors, including safety, financial, and legal risks. Develop risk mitigation strategies and maintain risk registers.
  • With assistance from the CFO and Corporate Controller, create a list of guidelines to help operations analyze the financial risks associated with key subcontractors.
  • Train key operational personnel to analyze financial submittals by key subcontractors to determine critical financial risks
  • Subcontractor Solicitation : Ensure adequate scope of work and documentation are provided to subcontractors during the proposal phase.
  • Subcontractor Selection : Identify and evaluate potential subcontractors, conduct pre-qualification assessments, and participate in the bid evaluation and selection process along with the Project Manager to ensure that subcontractors meet project requirements and quality standards.
  • Contract Negotiation : Negotiate subcontract agreements alongside the Project Manager, encompassing terms, conditions, scope of work, and pricing, while ensuring compliance with company policies, legal requirements, and industry best practices.
  • Contract Administration : Assist the Project Manager with oversight and administration of subcontract agreements throughout the project lifecycle, monitoring invoicing, managing change orders, claims, and dispute resolution.
  • Vendor Performance : Monitor subcontractor performance, schedule adherence, and quality assurance of work. Take corrective action when necessary to ensure project goals are met.
  • Cost Control : Work closely with the project management team to track and control subcontractor costs, ensuring projects are delivered within budget.
  • Compliance : Ensure that subcontractors adhere to all safety, quality, environmental, and regulatory requirements, as well as company policies.
  • Relationship Management : Foster strong working relationships with subcontractors to promote collaboration and enhance project outcomes, while maintaining the ethical expectations of our Core Values and Beliefs.
  • Ensure our internal Subcontracting personnel operate within the guidelines of our company-wide Purchasing Expectations.
  • Reporting : Prepare regular reports on subcontracting activities, cost performance, and risk assessments for project stakeholders and senior management.
  • Continuous Improvement : Identify opportunities for process improvements in subcontract management and drive the implementation of best practices.
  • Assist company operations with recruiting and placing qualified subcontract managers as needed.
  • Establish and implement a company-wide Subcontract Management training program
  • Develop and maintain relationships with subcontract managers companywide
  • Solicit feedback from Project managers related to subcontract management resources and assist with managing each employee’s professional development
  • Provide General Managers (or designees) with information related to any pay rate discrepancies for subcontract management resources across company operations
  • Work with the Systems Development team to further develop our subcontract management tools to ensure that our systems are in line with industry standards
  • Establish and monitor a company-wide forum for all subcontract managers to have an avenue to ask questions and share best practices
  • Participate in lookback meetings and capture / implement best practices and lessons learned
  • Participate in kick-off meetings and provide front-end support for the setup of large projects to ensure key subcontractors are aligned in a way consistent with our company's expectations
  • Help company leadership understand any Values Survey issues that may exist within the subcontract management personnel
  • Attend Subcontract management-related conferences / seminars to ensure the program stays up to speed with the industry norms

Requirements

  • Bachelor's degree in construction management, business, or a related field. A master's degree or relevant certifications are a plus.
  • 8 years of experience in subcontracting administration or management in the construction industry.
  • Strong knowledge of construction contracts, procurement, and subcontractor management.
  • Excellent negotiation and communication skills.
  • Proficiency in contract management software and Microsoft Office Suite.
  • Ability to work well in a fast-paced, high-pressure environment and manage multiple projects simultaneously.
  • Knowledge of safety and quality regulations relevant to the construction industry.
  • Exceptional problem-solving and analytical skills.
  • Strong leadership and team management capabilities.
