Director of Administration, Bureau of Early Intervention

Health Services Manager Non-Managerial L2-1006D Open to candidates who are permanent in the civil service title of Health Services Manager, OR the comparable titles for consideration would be Administrative Manager Non-Managerial L2 and Administrative Staff Analyst Non-Managerial L2. Due to active promotional list, only permanent DOHMH employees may be considered for the respective titles of Administrative Manager and Administrative Staff Analyst.

The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The division is comprised of the Bureau of Maternal Infant Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. Duties will include but not be limited to :

  • Oversee the administrative operations of the Brooklyn Regional Office (RO), which includes oversight of the Scheduling and Pre-IFSP as well as Clerical Support Staff, to maintain office efficiency and meet 45-day IFSP requirements.
  • In collaboration with the Director of Program Services, oversee the Regional Office Operations to ensure that they are consistent with NYC Policies and Procedures, regulatory requirements and Department priorities, particularly health equity and social justice.
  • Work collaboratively with the Director of Program Services & the Brooklyn Leadership Team to ensure that both arms of the Brooklyn RO, Program Services & Administration, are operating in a cohesive manner that is consistent with NYC Policies and Procedures, regulatory requirements and Departmental priorities.
  • Perform QA functions (such as data collection, monitoring, tracking, and creating processes) to improve compliance with Federal, State and Local indicators and to ensure that the Brooklyn Regional Office is meeting its performance targets.
  • Engage in on-going system improvement activities to ensure that the Scheduling and Pre-IFSP Specialists are operating consistent with NYC Policy and Procedures.
  • Provide on-going direct supervision and leadership to the Assistant Director(s) as well as the supervisors of clerical support staff and work closely with staff to build commitment and teamwork.
  • Proactively and consistently address disciplinary issues based on established Department policies and procedures; this includes being an advocate of change management & identifying creative ways to build positive office culture.
  • Manage inventory control which includes but is not limited to facility management, purchasing, reconciliations, etc.
  • Perform other duties and special projects as assigned.

Preferred skills :

  • Excellent managerial skills and experience with oversight of large numbers of staff a plus.
  • A minimum of 8 years of direct supervisory experience of staff and experience with conflict resolution, progressive discipline, change management and creating cohesive, professional and positive work environment.
  • Direct experience working with the public.
  • Project management, quality improvement, compliance monitoring, performance management and familiarity with concepts of health equity and social justice a plus.
  • Excellent leadership, writing, communication and analytical skills a must.
  • Knowledge of relevant City, State, and Federal regulations and guidance regarding the EIP, or demonstrated ability to quickly familiarize yourself with technical, detailed policies, procedures and regulations.
  • Knowledge of the NYC EIP service delivery system a plus.
  • Experience with developing QA standards, managing processes, problem solving, and process improvement.
  • Strong computer skills required.

    Qualifications :

    1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work. 2. Education and / or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
