Weight Inspector II / Florida Department of Transportation / Motor Carrier Size and Weight. This position will enforce provisions of weight laws, including vehicle registration requirements and compliance with fuel tax requirements of commercial vehicles as specified in Chapter 316 of the Florida Statutes (F.S.) using automated scales and measuring devices to determine weight of commercial vehicles and cargo.

FDOT / MCSAW Punta Gorda Weight Facility

Annual Salary Range : $39,816.14 - $51,526.80

Your Specific Responsibilities : Enforces provisions of weight laws, including vehicle registration requirements and compliance with fuel tax requirements of commercial vehicles as specified in Chapter 316 of the Florida Statutes. Incumbent is not a Sworn Officer and may only enforce those provisions that constitute a civil penalty in Sections 515, 516, 535, 540, 545, 546, and 550 of Chapter 316, Florida Statutes. Use automated scales and measuring devices to determine weight of commercial vehicles and cargo. Calculate vehicles axle and gross weights of those vehicles, according to weight, law formulas to detect violations.

Check vehicles for compliance with, or violation of, fuel tax requirements, issues temporary permits, assess permit fees, and issue civil citations when violations are detected.

Serve as a trainer for Critical Vehicle Inspection Items under the North American Standard Vehicle Out-of-Service Criteria Guidelines. Provides Critical Vehicle Inspection Items safety instruction for assigned scale facility personnel. Observes Commercial Motor Vehicle for obvious safety violations, detaining vehicles, and notifying law enforcement officers for appropriate action as required. Processes and maintains personnel training documentation records for scale facility.

Serve as trainer for CPR (Cardiopulmonary Resuscitation) / AED (Automated External Defibrillator) and bloodborne pathogens. Certified in CPR instruction and the use of the AED. Conducts the initial required CPR / AED certification training and recurring training as required to maintain certification for scale personnel. Understands the principles and effects of bloodborne pathogens. Knows and understands the Department's Exposure Control Plan. Uses universal precautions and protective measures for the bloodborne pathogen, CPR and other related incidents. Conduct monthly inspections on AED units and maintains them for operational readiness. Processes and maintains personnel training documentation records for sale facility. Maintain current CPR / AED instructor Certification. Responds to related incidents as trained.

Determine amounts of penalties and issues overweight citations for all axle, gross, and combination of axle spacing violations, and violations of permits and improper licensing.

Assist Department of Highway Safety and Motor Vehicles (DHSMV) with collecting overdue citation payments. When issuing citations, verify the carrier is not operating under an out-of-service order and has no overdue citation payments.

Maintain records and prepares reports on all vehicles checked, weighed and assessed, properly identifying types of violations for reporting purposes required by the Office of Motor Carrier Compliance Headquarters, and the Federal Highway Administration. Completes required incident reports for all citations involving permit violations, licensing violations, impounded vehicles, and protested cases.

Review special permit issues for certain overweight vehicles for compliance with permit provisions.

Inspects license plates and registration certificates of vehicles, for expiration or improper weight classification, according to the declared gross vehicle weight, and conducts necessary inquires with issuing authorities to determine if violations are present.

Require vehicles to be off-loaded when gross weight exceeds legal weight by 6,000 pounds or more in accordance with Florida Statutes (F.S.).

Assists owners and operators of vehicles by furnishing information and interpreting state weight laws. Uses telephone, National Crime Information Center / Florida Crime Information Center (NCIC / FCIC) Department of Highway Safety and Motor Vehicles computer systems, and two-way communications to confirm violations. Maintains the required records and certifications for operations of these systems. Conducts business for the office by assisting other employees with obtaining aid, and relaying information to agencies. Renders aid to the general public for any reasonable request.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities : Knowledge of : basic computer usage, knowledge in the use of radio and telephone equipment, knowledge of the department's exposure control plan. Skills in : dealing with the public and other employees in a tactful and courteous manner, skilled in performing basic mathematical calculations, Skilled in applying Cardiopulmonary Resuscitation (CPR); and Skilled in the use of an Automated External Defibrillator (AED). Ability to : understand and apply laws, rules, regulations, policies, and procedures, ability to work independently, ability to collect, review and verify data and maintain records. Other Job-Related Requirements : Extensive on the job and classroom training is required of the incumbent to maintain job knowledge that is necessary as updates and changes are made in responsibilities. Incumbent must be Florida Crime Information Center (FCIC) / National Crime Information Center (NCIC) Certified. This position requires a Level II background check in accordance with the Statewide Law Enforcement Radio System (SLERS) and Section 282.709, Florida Statutes. Incumbent must become a certified trainer in CPR / Automated External Defibulator (AED) upon completion of probationary status and maintain certification. This position will be required to respond before, during and following emergency situations. Minimum Qualifications : Obtained a high school diploma or certificate of high school equivalency. One year experience enforcing Florida's Commercial Motor Vehicle Size and Weight laws.
