Fiscal Project Specialist

The Fiscal Department at HealthRIGHT 360 plays a vital role in ensuring the organization's financial integrity and long-term sustainability. Supporting a diverse portfolio of behavioral health, primary care, and reentry programs across California, the department manages all aspects of financial operationsincluding budgeting, funder billing, accounts payable and receivable, payroll, audit readiness, and financial reporting. With a deep understanding of the regulatory and compliance requirements of government contracts and private grants, the Fiscal team ensures accurate, timely, and transparent financial management. In partnership with program and administrative leaders, the department supports data-informed decision-making and helps align resources with HealthRIGHT 360's mission to provide compassionate, integrated care to those in need.
The Fiscal Project Specialist (FPS) serves a dual role, leading the migration from HealthRIGHT 360's current accounting platform (Financial Edge) to a new system, and driving key initiatives within the Fiscal Department. This includes managing the end-to-end migration process, coordinating stakeholders, aligning system functionality with organizational workflows, supporting staff training, and ensuring operational readiness. Additionally, the FPS leads fiscal projects and process improvement efforts, partnering with fiscal leadership to plan and implement changes to policies, procedures, and cross-departmental workflows that enhance financial operations across the organization.
Key Responsibilities
Project Planning & Management
- Develop and manage a comprehensive project plan to ensure timely, efficient, and detail-oriented migration from Financial Edge to the new accounting platform.
- Define milestones, assign responsibilities, and monitor progress across all phases of the migration.
- Creates Project Plans and holds Implementation Meetings as necessary to liaise with fiscal staff, get status updates, address barriers to implementation progress, etc.
- Develops project timelines, with assignments, to track project implementation progress and ensure accountability.
- Maintain up-to-date documentation of decisions, configurations, timelines, and lessons learned throughout the migration.
- Ensure knowledge is transferred effectively to internal stakeholders for future system maintenance and enhancements.
Stakeholder Coordination & Communication
Coordinate cross-functional collaboration, ensuring all key internal and external stakeholders are informed, engaged, and aligned with project objectives.Act as the primary point of contact with the accounting platform vendor to understand platform functionality, capabilities, and implementation requirements.Work with project stakeholders to ensure staff are familiar and comfortable implementing revised fiscal processes or new fiscal initiatives.Process Analysis & Workflow Development
Identify and document current workflows, pain points, and required future-state outcomes to guide platform configuration and data migration.Will need to understand the policies and procedures of the fiscal department as well as billing systems as they differ across funders and locations.Will utilize this information to survey P&P effectiveness and identify areas for improvement in collaboration with fiscal staff.Ensures development of clear workflows for new processes that clearly delineate roles and responsibilities within the procedures.System Configuration, Data Migration & Testing
Translate HR360's workflows, operational needs, and financial processes into actionable configuration or development requests for the vendor.Ensure data integrity and accuracy during migration, including mapping, testing, and validation in collaboration with IT and Finance.Training & Adoption
Coordinate and assist in developing training materials and sessions for finance and program staff to ensure successful adoption of the new platform.Ensure training efforts are customized to user roles and reflect HR360-specific processes, offering ongoing support and feedback collection post-go-live.This may include creating reference documentation for staff and / or working with the Training Department to create training materials for new process rollouts to ensure concepts or processes have been understood and will be successfully utilized.Qualifications
Education & Certification
Bachelor's degree in Accounting, Finance, Business Administration, or a related field.1+ years experience with accounting or ERP system implementation, data migration, or systems transition projects.PMP, CAPM, or other relevant project management certification preferred.Experience
Experience and advanced Excel skills, including VLOOKUP, pivot tables, and data analysis functions.Experience and proficiency with project management tools (e.g., MS Project, Asana, Smartsheet) and Microsoft Office Suite (Excel, Word, PowerPoint).Experience in a nonprofit, healthcare, or government-funded environment preferred.Familiarity with Financial Edge, NetSuite, or other accounting platforms preferred.Experience creating or revising financial policies and procedures preferred.We will consider for employment qualified applicants with arrest and conviction records.
