Position Overview
The Senior IT Systems Engineer will provide advanced systems engineering, cybersecurity, and technical integration support to the Naval Sea Systems Command (NAVSEA) 09P in support of the Navy Modernization (NM) mission. NAVSEA 09P oversees the Navy's modernization process, configuration management, and supporting IT systems that enable efficient and secure lifecycle management of ship modernization initiatives. This position is responsible for leading systems engineering activities across multiple modernization and IT integration projects, including the sustainment and enhancement of the Navy Data Environment (NDE) and associated enterprise applications. The Senior IT Systems Engineer will ensure compliance with DoD cybersecurity and systems engineering policies, manage security and system lifecycle documentation, and drive solutions that align with DevSecOps principles.
Key Responsibilities
- Lead systems engineering and cybersecurity integration efforts supporting NAVSEA 09P modernization and configuration management objectives.
- Develop, update, and maintain Systems Engineering Plans (SEPs), System Security Plans (SSPs), and related technical documentation in accordance with DoD acquisition and cybersecurity guidelines.
- Design and maintain secure, scalable software and hardware systems, leveraging Agile and DevSecOps frameworks to support enterprise IT and modernization platforms.
- Support Systems Security Engineering (SSE) activities as defined in DoD acquisition lifecycle guidance, ensuring alignment with RMF and NIST SP 800-37 standards.
- Oversee technical planning, requirements analysis, verification and validation, risk management, and integration activities for complex IT systems.
- Manage project milestones and deliverables consistent with Earned Value Management (EVM) reporting and tracking requirements.
- Collaborate with program and project managers to ensure that system designs, testing, and deployment activities meet operational and cybersecurity compliance requirements.
- Lead and participate in technical reviews, risk assessments, and readiness evaluations for system deployment and modernization initiatives.
- Support the development, testing, and sustainment of NDE modules, databases, and associated IT systems used to manage ship modernization data.
- Coordinate with Navy stakeholders, cybersecurity authorities, and engineering teams to ensure seamless system integration, accreditation, and compliance.
- Provide mentorship, technical leadership, and guidance to junior engineers and IT support personnel.
Required Qualifications
Bachelor's degree in Systems Engineering, Computer Science, or Computer EngineeringCybersecurity certification (e.g., Security+, CEH, or equivalent)15+ years of experience in systems engineeringDemonstrated experience developing System Engineering Plans (SEPs), System Security Plans (SSPs), and related technical and fielding documentationProven ability to support Systems Security Engineering (SSE) activities in accordance with DoD acquisition policiesHands-on experience designing and maintaining integrated software, hardware, and web-based systems under Agile and DevSecOps frameworksExperience managing project milestones using Earned Value Management (EVM) principlesApplied knowledge of NIST SP 800-37 and associated Risk Management Framework (RMF) processesStrong written and verbal communication skills, including technical documentation and stakeholder briefingsPreferred Qualifications
