Subcontracts Manager
Peraton is seeking a Subcontracts Manager to oversee all aspects of subcontract administration, negotiation, and performance management in support of the Federal Aviation Administration (FAA). In this role, you will lead a team of subcontract professionals responsible for managing key suppliers and ensuring compliance with FAA Acquisition Management System (AMS), Federal Acquisition Regulation (FAR), and internal policies. You will provide strategic leadership in subcontract planning, cost management, and risk mitigation to support FAA modernization initiatives and mission-critical operations. In this position, you will :
- Lead and manage all phases of the subcontract lifecycle, including solicitation, negotiation, award, administration, and closeout.
- Develop and implement subcontract strategies that align with program objectives and cost targets.
- Manage a team of subcontract administrators and analysts, ensuring high performance and policy adherence.
- Review, negotiate, and approve complex subcontract terms, conditions, and pricing agreements.
- Ensure compliance with FAR, FAA AMS, DFARS, and company procurement standards.
- Oversee subcontractor performance, including quality, cost, delivery, and risk management.
- Collaborate with Contracts, Legal, Finance, and Program Management teams to resolve subcontract issues.
- Conduct subcontractor performance reviews and audits, ensuring accountability and continuous improvement.
- Support proposal and capture activities, including cost estimating, sourcing, and subcontractor input.
- Maintain audit-ready documentation, reports, and compliance records for leadership and customer review.
- Drive process improvements and implement best practices in subcontract management.
- Demonstrated success in developing and enforcing subcontract management policies and procedures.
- Ability to lead cross-functional coordination with program and finance teams to meet project deliverables.
- Experience preparing briefings, reports, and metrics for executive and federal review boards.

Qualifications Basic Qualifications :
U.S. Citizenship Required.Must have the ability to obtain / maintain a Public Trust clearance.10 years of experience in subcontract management, procurement, or government contracting.Leadership or supervisory experience managing subcontracting teams.Strong working knowledge of FAA AMS, FAR / DFARS, and federal procurement regulations.Proven ability to negotiate and manage complex, multi-million-dollar subcontracts.Excellent communication and relationship management skills with internal and external stakeholders.Strong analytical and problem-solving abilities with focus on compliance and risk reduction.Experience leading subcontract teams supporting large-scale, multi-year federal programs.Strong understanding of cost analysis, pricing justification, and supplier performance metrics.Ability to manage fixed-price, cost-type, and time & materials (T&M) subcontracts.Preferred Qualifications :
Previous experience working with or for the FAA, DOT, or state aviation authorities.Experience supporting FAA NextGen or other federal aviation modernization programs.Degree in Business, Supply Chain, or Government Contracting.Professional certifications such as CPCM (Certified Professional Contracts Manager), CPSM (Certified Professional in Supply Management), or PMP.Familiarity with enterprise procurement systems (Deltek Costpoint, SAP, Oracle, or equivalent).Experience leading supplier development, cost improvement, and risk management initiatives.Background in Federal subcontract compliance, audit preparation, or portfolio management.Target Salary Range : $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
