Pay Range : $35.12 - $44.55 per hour CTP Pay Plan, C43 Step 1-13) Hiring Range : $35.12 - $37.27 per hour (CTP Pay Plan, C45 Step 1-4 DOQ) Job Closing Date : December 2, 2025

There is one opening in Public Services for an Accountant II. This position is responsible for a diverse and very complex list of tasks governed by local, State and Federal regulations and serves several Public Services departments. Work involves grant reporting and advisory communication with Department Heads, Program Managers and their staff regarding grant compliance, budgeting and monitoring. The person in this position must be able to establish relationships with the leadership of other departments whose accounts are entrusted to this employee's oversight. Must use excellent interpersonal and professional accounting skills to clearly communicate, overcome barriers and solve problems effectively. Also works with these same individuals regarding contract administration, as well as local and state agencies, and contractors.

Responsibilities : Essential Duties :

• Interprets federal, state and county regulations and policies to ensure fiscal compliance with all requirements applicable to federal and state financial assistance programs.
• Develops and monitors fiscal billing system to ensure compliance with legal and contractual provisions. Tailors reporting to comply with individual program requirements.
• Coordinates and evaluates fiscal systems for departments and contractors (while performing fiscal monitoring of billings).
• Reviews actual expenditures compared to contracts or service agreements for programs to ensure no overruns and that unallowable costs are not incurred.

Serves as the County liaison to funding agencies and other municipalities by maintaining files for grants, reports, contracts, reimbursement requests (A19s and SF269s) as required. Supports work of the County's annual audit by working with state auditors. Followup with grant manager to inquire on payment status. Ensures appropriate reports and deliverables deadlines are met. Ensures appropriate reports and deliverables are met by follow-up with department project managers.

Provides technical training to department staff and program managers occasionally vendor staff regarding federal and state regulations, allowability requirements, eligibility and contractual obligations. Assists in the set up of MIS reporting to properly track and monitor program costs and time periods of obligated funds. Interprets and gives direction on RCW's related to Public Works and Prevailing Wage requirements. Initiates contact with vendors to meet compliance issues. Provide information and training according to specific contractor needs. Provide contractor with contact information for state agencies.

Other duties required

Education and Experience : Bachelor's degree in Accounting, Finance, Economics or a related field and Three years of professional level accounting experience or an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job. Washington State Budgeting, Accounting and Reporting System experience, Accounts Payable / Billing experience; Microsoft Word and Excel / Spreadsheet computer programs.

Required : Successful completion of a financial background investigation and general employment verification

Equipment Used : Computer, calculator, automated financial systems and other software as required, printers, copier, fax, telephone and common office supplies.

Working Conditions : Sedentary Work : Exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

Knowledge : Practices and principles of project management; Generally Accepted Accounting Principles; Financial theories and principle including audit functions; Laws and regulations governing financial grant accounting functions; Cost analyses accounting principles; Budgeting theories and principles; Public finance and debt management; Government and fund accounting theories and principles; Customer service techniques and team building concepts;

Skills (and abilities) : Applying Generally-Accepted Accounting Procedures (GAAP); Developing and writing reports; Reviewing and monitoring the work of others; Interpreting contracts, policies, procedures, laws and regulations; Analyzing financial information and preparing sound financial recommendations; Multi-tasking while paying attention to detail and accuracy; Preparing complex financial reports and statements; Using computers and financial software systems; Using office equipment such as phones, copies, calculators and fax machines; Using a personal computer and related software applications including keeping financial systems in balance / reconciled; Establishing and maintaining effective interpersonal relationships with County and other officials, at all organizational levels and with the public; and Communication, both oral and written, sufficient to exchange or convey information and to give or receive work direction
