This position may be primarily remote with some requirements for in-person work.

This position is permanent, full time, and represented by SEIU.

Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

WHAT YOU WILL DO

The Loan Specialist 2 (LS2) will provide critical loan administration support to the multifamily lending production team by managing credit-related services essential to the underwriting process. This position is responsible for ordering, monitoring, and managing credit reports for developers, guarantors, and key principals, verification reports, and various third-party searches required for multifamily loan underwriting purposes. The LS2 ensures timely and accurate delivery of all credit documentation while maintaining compliance with applicable regulations and agency policies for multifamily affordable housing projects.

MINIMUM QUALIFICATIONS

Five years experience in either :

Preparing or analyzing residential, commercial, or public sector loan applications using cash flow, financial statements, historical and annual operation analyses; including collections and foreclosure procedures; or

Processing real estate transactions including qualifying, evaluating and extending credit to borrowers, and property inspections; or

Marketing, analyzing, servicing, or underwriting residential, commercial, or public sector loans; or

Economic or community development.

A Bachelor's degree in Business Administration, Economic, Finance, Accounting, or related field may substitute for three years of experience. An Associate's degree in Real Estate, Finance, Business Administration or a related field may substitute for 18 months of the experience

DESIRED ATTRIBUTES

The most competitive candidates will possess the following attributes, experience, and knowledge :

Skilled in obtaining, reviewing, and tracking corporate and business credit reports (e.g., Dun & Bradstreet, Experian) to ensure timely and accurate documentation for multifamily loan underwriting.

Demonstrated ability to order, monitor, and analyze financial verifications, organizational documents, Secretary of State searches, and UCC lien reports to support loan closings.

Proven capacity to coordinate title searches, tax transcript orders, appraisal requests, and closing documentation while maintaining compliance and audit readiness for multifamily affordable housing projects.

Competence in compiling loan data, identifying performance trends or compliance risks, and preparing clear reports to inform leadership and improve loan program oversight.

Strong communication skills to coordinate with developers, guarantors, sponsors, inspectors, and appraisers, ensuring smooth project workflows and timely completion of third-party services such as site inspections and appraisals.

Ability to manage multiple concurrent projects, track outstanding requests, and deliver accurate documentation under tight timelines for multifamily loan closings.

Comfortable working in a hybrid office setting, balancing desk-based tasks with occasional travel, and adjusting to shifting priorities in a fast-paced lending environment.

Maintains confidentiality, demonstrates ethical standards, and supports affordable housing initiatives with reliability and accountability.

Affordable Rental Housing Division : Resources and Development Section

Oregon Housing and Community Services (OHCS) provide stable and affordable housing and engage leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS's vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.

OHCS's Affordable Rental Housing Division serves as the state's housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.

The Resources and Development section of the Affordable Rental Housing division administers federal, and state funded affordable rental housing resources to facilitate the increased availability and preservation of safe, decent, and affordable housing for Oregonians with low and extremely low incomes. The Resources and Development section develops, implements, and continually improves programs that meet the community needs and align with the Statewide Housing Plan. They administer competitive and non-competitive processes to award resources to eligible affordable rental housing projects. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its award of resources. The section processes funding applications, reviews financial feasibility, subsidy layering, construction progress, and lease-up.

Affordable Rental Housing Division : Production Section

The Production Section of the Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, and affordable housing for Oregonians with low incomes. The Production section administers competitive processes as well as other processes to dedicate funding resources. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its financing.
