Summary

Metro Transit is hiring a Facilities and Fixed Assets Program Manager (Project / Program Manager III) for a Special Duty Assignment within the Capital Division. In this high-impact role, you'll help shape infrastructure that directly affects the daily experience of both employees and customers. You'll work closely with the Facilities Program Lead and collaborate across teams to align Contracted Services and Marine programs with Metro's operational goals.

Key Responsibilities :

  • Collaborate on planning and coordinating existing transit bases, support facilities and equipment.
  • Contribute to the development of integrated long-range strategic plans for facilities and fixed assets.

Recruitment Information :

This recruitment is intended to fill one Special Duty Assignment (SDA), anticipated to last approximately three months. The actual duration may vary based on the discretion of the supervisor. Additionally, this selection process may be used to establish an eligibility pool for future SDA vacancies within this classification in the Capital Division. The eligibility pool will remain active for 12 months from the posting date and may be extended or utilized at the hiring authority's discretion.

Job Duties

As a Facilities and Fixed Asset Program Manager III, you will :

  • Collaborate with subject matter experts to establish program requirements, assess risk, and identify future program needs and objectives.
  • Coordinate with diverse stakeholders to develop tailored program plans, ensuring seamless execution and alignment and organizational goals.
  • Develop and oversee project or program budgets, schedules and scopes to drive efficiency and meet organizational goals.
  • Assess program needs and contribute to high-level discussions to package projects effectively, engaging both internal and external partners.
  • Set and prioritize program objectives to align with organizational vision and operational requirements.
  • Track project financials to ensure alignment with budgetary expectations across the portfolio.
  • Provide expert guidance on budgetary constraints, statutory requirements and operational factors while ensuring compliance with all relevant laws, regulations, and standards.
  • Coordinate the efforts of professional staff to enhance program execution and effectiveness.
  • Prepare comprehensive analytical reports and program evaluations to inform strategic decision-making.
  • Manage vendor relationships, contracts and payments while ensuring grant reporting accuracy and compliance. Develop and implement transition plans for seamless handoffs to operational departments.
  • Oversee data collection and analysis to drive informed program improvements and future decision-making.
  • Perform additional duties as assigned.
  • Experience, Qualifications, Knowledge, Skills

    Minimum Qualifications :

  • A bachelor's degree in business management, engineering, construction management, transportation planning, business administration or a closely related field.
  • Three years of experience in project or program management.
  • OR an equivalent combination of education and experience that demonstrates the skills, knowledge, and abilities required to perform the role effectively.
  • Proven ability to manage competing priorities and adapt to changing assignments, showcasing flexibility and resilience.
  • Exceptional oral and written communication skills, including the ability to refine complex information, create clear and concise materials, and convey technical concepts to non-technical audiences.
  • Desired Qualifications :

  • Project Management Institute (PMI) certification.
  • Experience with shoreline facilities including understanding regulations and permitting related to marine facilities and / or marine operations.
  • Knowledge of in-water and over-water infrastructure, along with experience navigating regulations and permitting for marine docks, terminals or operations. Proven track record in implementing Marine quality assurance (QA) and quality control (QC) processes, ensuring team alignment throughout the project lifecycle.
  • Experience collaborating with marine consulting firms.
  • Understanding of capital design and construction project processes, including procurement and alternative delivery methods.
  • Experience in developing Facilities Strategic Plans, including concept and program building.
  • Experience in leading multi-disciplined work teams and working with individuals at all levels within an organization.
  • Knowledge of transit operations, including facilities management and / or asset management, vehicle maintenance, and bus operations.

    Selection Process :

    Work Schedule :

    Our regular business hours are 40 hours per week, Monday through Friday. However, work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act, and therefore, is not eligible for overtime pay.

    Work Location :

    The Capital Division works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson St, Seattle WA 98104.

    Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
